Mr. Nguyen Van Ut, Chairman of the People's Committee of Long An province also thanked Thai Nguyen province, especially the medical team, doctors for not afraid of dangers, difficulties and hard work to fight the epidemic in Long An.

In the afternoon of November, 11^th, Long An leaders and Sai Gon Telecommunication and Technologies Corporation (Saigontel) shared experience with leaders of Da Nang city at Da Nang City People’s Committee. The contents include investment promotion, construction of investment model of social residential houses, project model of innovative space, etc.

Attending the meeting, there was Mr. Nguyen Van Ut – Deputy Provincial Party Secretary, Chairman of Long An Provincial People’s Committee as a team leader, leaders of Departments, Provincial Propaganda and Training Commission, the Office of Provincial People’s Committee and the Vietnam Fatherland Front of Long An province. Appreciating the experience of Da Nang city in investment activities, Long An province wishes Da Nang city to share methods to remove difficulties in investment attraction promotion; order and procedures for the implementation of investment support mechanisms and policies. Simultaneously, Long An province will also learn the model of Center for Science, Technology Development and Innovation and the model of social housing investment in the form of socialization in Da Nang; learn mechanisms and policies of Da Nang city in implementing socialization of social housing investment in accordance with the provisions of the law on housing.

Long An province wishes to learn from Da Nang's valuable experiences in investment attraction activities

It is known that policies to create an open investment environment, drastic authorities at all levels, and the highest support for investors have brought "sweet fruit" to Da Nang. In particular, the years of Da Nang implementing the "year of promoting investment attraction" (2018-2020) has brought this city up to 334 FDI projects with investment certificates, with a total newly granted investment capital of nearly USD 846 million.

In the afternoon of November, 4th, there was a meeting of Provincial People’ Committee at the office of Dong Nai province in order to listen consulting company presenting ideas and proposal of planning on Dong Nai province for 2021-2030 period, with a vision to 2050.

There was attendance of Member of the Party Central Committee, Provincial Party Secretary – Mr. Nguyen Hong Linh; Deputy Provincoal Party Secretary, the Chairman of Dong Nai Provincial People’s Committee – Mr. Cao Tien Dung and leaders of Departments, industries. Consulting company is McKinsey & Company, sponsor company formulating Provincial Planning as Sai Gon Telecommunication and Technologies Corporation (Saigontel).

Overview of the meeting

On 14/7/2020, Dong Nai province finished its task on formulation of planning and approved by the Prime Minister under Decision No. 1016/QD-TTG. For implementation, the Provincial People’s Committee has approved the planning estimate of Dong Nai province for the period of 2021-2030, with a vision to 2050 with a total cost estimate of more than 75 billion Vietnam Dong.

At the meeting, McKinsey stated that Dong Nai province has strong growth momentum and has a lot of potentioal to boost growth in the future. Firstly, the province has strategic location, Long Thanh airport project in progress; simultaneously, there are existing industrial centers with 32 industrial parks in operation, 6 industrial parks under planning, etc. In the sector of investment attraction, Dong Nai is achieving good results compared to many provinces across the country. The province also has clear goals and directions, increasing GRDP in the future, the period of 2020-2025 is forecasted at 8.5%. In 2020, the industry – construction sector contributes to 60% to GDP 2020 and 8.9% to the compound annual growth.

McKinsey’s representative said that its approach to formulation of Dong Nai provincial planning shall include making a proposed roadmap for provincial planning, presening a project plan and preparing a provincial planning report. Total estimated time of planning consultation is over 36 weeks. McKinsey will also mobilize an team of experienced experts to coordinate the implementation.

Member of the Party Central Committee, Provincial Party Secretary of Dong Nai province – Mr. Nguyen Hong Linh said at the meeting: “We need an experienced consultant to help Dong Nai province not only be rich in economy but also become a land with the best life for people. Simultaneously, the potentials of Dong Nai province must be exploited in the most effective way to serve the society, with right functions and purposes. Breifly, I want the provincial planning to ensure three goals: the first is to ensure economic value – The second is to serve people – The third is to maximize the potential of Dong Nai province”.

Mr. Cao Tien Dung – Deputy Provincial Party Secretary, the Chairman of Dong Nai Provincial People’s Committee also stated: “With good provincial planning, we will have a way, a complete development strategy in the future, with a vision for the whole region, international connection, simultaneously create resilience in the internal strength of the province”. Departments and industries also shared the mentioned above opinions.

Leaders of Dong Nai province said that they will consider and discuss more on contributed opinions of consulting company. The meeting ended at 15pm on the same day.

In the afternoon of the date October 21^st, Thai Nguyen Provincial People’s Committee organized a Conference of listening report of status and result to implement digital social foundation in the province and “ThaiNguyen ID” application. Accordingly, Saigontel-NGS alliance basically completed digital social foundation of Thai Nguyen province and prepare to apply “ThaiNguyen ID” applicatin on CH play and Appstore, for actual users from October , 31st.

Mr. Trinh Viet Hung – the Alternate member of the Party Central Committee, Deputy Provicnial Committee Secretary, Chairman of the Provincial People’s Committee participated and guided the Conference. The Department of Information and Communications and relevant departments, industries combinated with the alliance of Saigontel-NGS conducted the implementation of the Provincial People’s Committee on devlopment of digital social foundation, from May, 19^th to today to develop and complete “ThaiNguyen ID” application – mobile application that focuses on employees. The application is developed towards a connection channel between employees, employers and the large digital information of Thai Nguyen province.

The application is used by Saigontel-NGS with the most advanced technologies and outstanding functions such as: electronic identification technology, authetic identification of residents’ accuracy, etc. The application is opened to the online public service website of Thai Nguyen province so that users can look up details of all administrative procedures of the province. Particularly, integrated application of a map of human resources of Thai Nguyen province, provide information on workforce under each locality in the proince; total male/female labors, number of labors with qualification/certificate, number of employees and number of unemployees, etc.

At the conference, the companies asked the Provincial People’s Committee to guide the establishment of Working group to connect, deploy, test and operate ThaiNguyen ID application; enacted dispatch official allowing ThaiNguyen ID to be uploaded on the digital social platform system and deployed to users on the mobile platform. It is known that the priority subjects for testing are workers in industrial parks, then it will be extended to all citizens in the province.  

Mr. Trinh Viet Hung – Chairman of Thai Nguyen Provincial People’s Committee emphasized the importance of implementing digital social platform and “ThaiNguyen ID” application, simultaneously he stated this is one of important solutions to gradually improve social index of the province.

On October, 22^nd, Long An Provincial People’s Committee organized a conference of listening opinions to complete the provincial planning for 2021-2030 period, vision to 2050. In the conference, there was attendance of leaders of departments, industries of Long An province, consulting company McKinsey & Company Vietnam Limited, sponsor of formulation of provincial planning (Saigon Technologies and Telecommunication (Saigontel), Northwest Saigon City Development Corporation (SCD), VinaCapital Group (VCG), and Long An Business Association, other real estate enterpreneurs.

Overview of the Conference

It is known that the task of formulation of Long An provincial planning report for 2021-2030 period, vision to 2050 approved by the Prime Minister. Consulting agreement of formulation of planning signed on 02/3/2021, until now, after 7 months putting in implementation, such consulting agreement is conducting phase 3, basically complete all of planning content.

At the conference, Mr. Nguyen Van Duoc – Provincial Party Committee Secretary, Chairman of Provincial People’s Council highly appreciated the active and posstive of thr Council of formulation of provincial planning, the combination of lcoal departments, industries with the consulting company – McKinsey & Company and the sponsor company (Saigontel and VinaCapital, SCD) to develop the planning draft.

In the morning of September, 10th, 2021, Long An Provincial People’s Committee solemnly organized a ceremony of issuing investment policy and establishment of Nam Tan Tap Industrial Park under decision No. 9267/QD-UBND to Saigontel Long An Company Limited, a member of Saigon Telecommunication and Technologies Corporation (Saigontel).

Nam Tan Tap Industrial Park is 1 of 35 industrial parks belong to development plan of industrial parks of Long An province, investment policy approved by the Government, simultaneously approved the investor with total area of about 244,74 hectares in Tan Tap commune, Can Giuoc district. Accordingly, Saigontel Long An Company Limited is an investor assuming responsibilities for investing, constructing and doing business on infrastructural structure with total investment capital more than 2,590 billion Vietnam dong.

With the investment flow transforming in the global scope, promoting investment and development project of industrial infrastructure such as Nam Tan Tap is not only a step for the investment of Saigontel in Long An, the program also state that the dedication of local leaders in investment attraction and the determination to become “friendly and effective investment destination”.

At the ceremony, a leader of Long An province also gave flowers to the former President - Mr. Truong Tan Sang and the former Permanent Deputy Prime Minister - Mr. Truong Hoa Binh for their supporting Long An province in investment promotion.

On 22/9/2021, in New York city, in General Discussion section of the 76th United Nations General Assembly, the President - Nguyen Xuan Phuc welcomed and witnessed the signing ceremony of investment cooperation agreement between Quantum Group (USA) and joint name of Kinh Bac City Development Holding Corporation and Saigon Telecommunication and Technologies Corporation belonged to Saigon Invest Group.

Quantum Group is a leading multidisciplinary group in America and Europe currently managing many investment funds and companies investing in sectors of oil and gas, energy, transportation infrastructure, airport, seaport, telecommunications, medical and high technology.

In case successful relationship between joint name of SGT-KBC and Quantum, it will open up a foreign direct investment into project chain with total value up to USD 20 to 30 billion in many sectors. Quantum focuses on investing in Vietnam into many inportant projects such as Long Son Gas Power Plant (about USD 5 billion); investment projects with long-term vision such as: Long Son port, industrial park (including gas port to supply to industrial park and household in the future).

Quantum Group also expressed to have a big investment in Logistics Hub Ba Ria Vung Tau and construct a railway connecting this province to Dong Nai, Binh Duong, HCMC; the North Logistics of Vietnam from Lang Son to Hanoi and Hai Phong. Accordingly, the joint name SGT - KBC shall focus on speeding up site clearance and completing infrastructure of ít industrial parks to create land bank and essential service ready to provide to investors. Especially, the parties shall mutually promote the transfer of domestic vaccine production technology and develop new treatment methods combining between Western medicine, traditional medicine and biochemistry (including energy medicine) and eutrophication (an Indian form of medicine that combines nutrition).

At the ceremony, the President Nguyen Xuan Phuc welcomed Quantum Group, SGT-KBC joint name having cooperation agreements to implement many large-scale investment projects in Vietnam. Simultaneously, the President highly appreciated Quantum Group with its long-term and strategic projects inVietnam, especially projects in sectors of hi-tech industry and production, some of important infrastructure sectors.

At the ceremony, the President Nguyen Xuan Phuc welcomed Quantum Group, SGT-KBC joint name had cooperation agreements to implement many large-scale investment projects in Vietnam

The President also suggested relevant Ministries supported Quantum and SGT-KBC joint name to successfully implement investment projects in Vietnam. On the 22nd of September, Long An Provincial People’s Committee enacted Decision No. 9267/QĐ-UBND regarding the establishment of Nam Tan Tap Industrial Park located in Tan Tap commune, Can Giuoc district, Long An province. Accordingly, Nam Tan Tap is established with the following contents:

1. Project title: INVESTMENT IN CONSTRUCTION AND BUSINESS OF INFRASTRUCTURE IN NAM TAN TAP INDUSTRIAL PARK

2. Area:Total area of the industrial park is 244,74 hectares.

3. Location: Tan Tap commune, Can Giuoc district, Long An province

4. Investor:   SAIGONTEL LONG AN COMPANY LIMITED

5. Total investment capital of project: VND 2.590.422.000.000 (Two thousand five hundred ninety billion four hundred and twenty-two million Vietnam dong).

6. Duration of operation of the Project on infrastructure development of industrial park: 50 years from the date of approval of investment policy.

7. Form of organization and management of industrial park:Nam Tan Tap is organized and operated under regulation at Decree No. 82/2018/NĐ-CP dated 22/5/2018 of the Government regarding on managing industrial park and economic zone.

Long An Provincial People’s Committee also assigned Economic Zone Authority to guide Saigontel Long An Company Limited to implement investment in construction of Nam Tan Tap Industrial Park in accordance with regulations at Decree No. 82/2018/NĐ-CP dated 22/5/2018 of the Government; simultaneously, to assume responsibilities to chair, coordinate with relevant Departments, agencies for implementing fully contents of the Prime Minister at Article 2, Decision No. 1420/QĐ-TTg dated 20/8/2021 and other documents of the competent state.

It is known that on the 20th of August, Deputy Prime Minister Le Van Thanh signed a Decision on approving the policy of investment in infrastructure construction and business of Nam Tan Tap Industrial Park.

The full text of the decision as follows:

On September, 22nd, Quang Nam Provincial People’s Committee enacted Official Dispatch No. 2707/QĐ-UBND regarding decision on approving the policy of investment and investors of the project “Investment in construction and business of technical infrastructure of Dong Phu industrial cluster”. This project is invested by Tay Da Nang Investement and Construction Joint Stock Company and Saigon Telecommunication and Technologies Corporation (Saigontel). As to yet, the project has achieved results as attached document.

Accordingly, Quang Nam Provincial People’s Committee approved the investors of the mentioned above project as Tay Da Nang Investement and Construction Joint Stock Company. Some information of the project:

1. Project title: INVESTMENT IN CONSTRUCTION AND BUSINESS OF TECHNICAL INFRASTRUCTURE OF DONG PHU INDUSTRIAL CLUSTER

2. Project goals: Synchronously and completely invest in infrastructure and functional zone to sublease land, collect fees of infrastructure use.

3. Project scale:Land use area is about 45 hectares.

4. Project investment capital: VND 200.000.000.000 (two hundred billion Vietnam dong), of which the contributed capital of investor is VND 50 billion, accounting for 25% of the total investment capital; Mobilized capital: VND 150 billion, accounting for 75% of the total investment capital.

5. Project’s duration of operation: 50 years, from the date the Decision is approved by Quang Nam Provincial People’s Committee

6. Project location: Dong Phu village, Dai Hiep commune, Dai Loc district.

7. Basic construction progress and putting the work into operation: From June, 2021 to December, 2023: Carry out procedures on investment, land, construction, environment, fire prevention and fighting, compensation, site clearance, leveling, complete technical infrastructure system. From January, 2024: Starting to put into operation and business.

According to decision, Quang Nam Provincial People’s Committee also assigned responsibilities to Tay Da Nang Company and related agencies, departments in implementing of the investment project./.
