In the afternoon of the date October 21^st, Thai Nguyen Provincial People’s Committee organized a Conference of listening report of status and result to implement digital social foundation in the province and “ThaiNguyen ID” application. Accordingly, Saigontel-NGS alliance basically completed digital social foundation of Thai Nguyen province and prepare to apply “ThaiNguyen ID” applicatin on CH play and Appstore, for actual users from October , 31st.

The Department of Information and Communications and relevant departments, industries combinated with the alliance of Saigontel-NGS conducted the implementation of the Provincial People’s Committee on devlopment of digital social foundation, from May, 19^th to today to develop and complete “ThaiNguyen ID” application – mobile application that focuses on employees. The application is developed towards a connection channel between employees, employers and the large digital information of Thai Nguyen province.

The application is used by Saigontel-NGS with the most advanced technologies and outstanding functions such as: electronic identification technology, authetic identification of residents’ accuracy, etc. The application is opened to the online public service website of Thai Nguyen province so that users can look up details of all administrative procedures of the province. Particularly, integrated application of a map of human resources of Thai Nguyen province, provide information on workforce under each locality in the proince; total male/female labors, number of labors with qualification/certificate, number of employees and number of unemployees, etc.

At the conference, the companies asked the Provincial People’s Committee to guide the establishment of Working group to connect, deploy, test and operate ThaiNguyen ID application; enacted dispatch official allowing ThaiNguyen ID to be uploaded on the digital social platform system and deployed to users on the mobile platform. It is known that the priority subjects for testing are workers in industrial parks, then it will be extended to all citizens in the province.

On October, 22^nd, Long An Provincial People’s Committee organized a conference of listening opinions to complete the provincial planning for 2021-2030 period, vision to 2050. In the conference, there was attendance of leaders of departments, industries of Long An province, consulting company McKinsey & Company Vietnam Limited, sponsor of formulation of provincial planning (Saigon Technologies and Telecommunication (Saigontel), Northwest Saigon City Development Corporation (SCD), VinaCapital Group (VCG), and Long An Business Association, other real estate enterpreneurs.

Overview of the Conference

It is known that the task of formulation of Long An provincial planning report for 2021-2030 period, vision to 2050 approved by the Prime Minister. Consulting agreement of formulation of planning signed on 02/3/2021, until now, after 7 months putting in implementation, such consulting agreement is conducting phase 3, basically complete all of planning content.

At the conference, Mr. Nguyen Van Duoc – Provincial Party Committee Secretary, Chairman of Provincial People’s Council highly appreciated the active and posstive of thr Council of formulation of provincial planning, the combination of lcoal departments, industries with the consulting company – McKinsey & Company and the sponsor company (Saigontel and VinaCapital, SCD) to develop the planning draft.

Mr. Nguyen Van Duoc also suggested the Provincial People’s Committee takes opinions of experts, top industry and sector experts; simultaneously he suggested that the consulting company analyzes the strengths, weaknesses, oppoturnities and threatens to highlight the advantages of Long An.

On the side of Saigontel – as a co-sponsor for the formulation of Long An provicial planning with many experiences in construction sectors, industrial parl development and attracting industrial park investment, Ms. Nguyen Cam Phuong – General Director of the company had many feedbacks in this conference. All of her feedback related to the focus on developing reesidential house for workers in industrial parks through social residential house, increasing land bank in industrial parks. In addition, Ms. Nguyen Cam Phuong also said that the consulting companies must supplement experts for industrial parks, and strategy of connecting regions with surrounding provinces such as Long An, Dong Nai, HCMC; industrial park model must be set up amd developed; simultaneously the human resource need to be focused and developed after Covid-19 pandemic, etc.

In the morning of September, 10th, 2021, Long An Provincial People’s Committee solemnly organized a ceremony of issuing investment policy and establishment of Nam Tan Tap Industrial Park under decision No. 9267/QD-UBND to Saigontel Long An Company Limited, a member of Saigon Telecommunication and Technologies Corporation (Saigontel).

Nam Tan Tap Industrial Park is 1 of 35 industrial parks belong to development plan of industrial parks of Long An province, investment policy approved by the Government, simultaneously approved the investor with total area of about 244,74 hectares in Tan Tap commune, Can Giuoc district. Accordingly, Saigontel Long An Company Limited is an investor assuming responsibilities for investing, constructing and doing business on infrastructural structure with total investment capital more than 2,590 billion Vietnam dong.

With the investment flow transforming in the global scope, promoting investment and development project of industrial infrastructure such as Nam Tan Tap is not only a step for the investment of Saigontel in Long An, the program also state that the dedication of local leaders in investment attraction and the determination to become “friendly and effective investment destination”.

At the ceremony, a leader of Long An province also gave flowers to the former President - Mr. Truong Tan Sang and the former Permanent Deputy Prime Minister - Mr. Truong Hoa Binh for their supporting Long An province in investment promotion.

Quantum Group is a leading multidisciplinary group in America and Europe currently managing many investment funds and companies investing in sectors of oil and gas, energy, transportation infrastructure, airport, seaport, telecommunications, medical and high technology.

In case successful relationship between joint name of SGT-KBC and Quantum, it will open up a foreign direct investment into project chain with total value up to USD 20 to 30 billion in many sectors. Quantum focuses on investing in Vietnam into many inportant projects such as Long Son Gas Power Plant (about USD 5 billion); investment projects with long-term vision such as: Long Son port, industrial park (including gas port to supply to industrial park and household in the future).

Quantum Group also expressed to have a big investment in Logistics Hub Ba Ria Vung Tau and construct a railway connecting this province to Dong Nai, Binh Duong, HCMC; the North Logistics of Vietnam from Lang Son to Hanoi and Hai Phong. In addition, this group also plan to invest and construct infrastructure, telecommunications, industrial real estate, financial investment and Vietnam’s stock market.

Accordingly, the joint name SGT - KBC shall focus on speeding up site clearance and completing infrastructure of ít industrial parks to create land bank and essential service ready to provide to investors. Especially, the parties shall mutually promote the transfer of domestic vaccine production technology and develop new treatment methods combining between Western medicine, traditional medicine and biochemistry (including energy medicine) and eutrophication (an Indian form of medicine that combines nutrition).

At the ceremony, the President Nguyen Xuan Phuc welcomed Quantum Group, SGT-KBC joint name having cooperation agreements to implement many large-scale investment projects in Vietnam. Simultaneously, the President highly appreciated Quantum Group with its long-term and strategic projects inVietnam, especially projects in sectors of hi-tech industry and production, some of important infrastructure sectors.

At the ceremony, the President Nguyen Xuan Phuc welcomed Quantum Group, SGT-KBC joint name had cooperation agreements to implement many large-scale investment projects in Vietnam

The President also suggested relevant Ministries supported Quantum and SGT-KBC joint name to successfully implement investment projects in Vietnam. On the 22nd of September, Long An Provincial People’s Committee enacted Decision No. 9267/QĐ-UBND regarding the establishment of Nam Tan Tap Industrial Park located in Tan Tap commune, Can Giuoc district, Long An province. Accordingly, Nam Tan Tap is established with the following contents:

1. Project title: INVESTMENT IN CONSTRUCTION AND BUSINESS OF INFRASTRUCTURE IN NAM TAN TAP INDUSTRIAL PARK

2. Area:Total area of the industrial park is 244,74 hectares.

3. Location: Tan Tap commune, Can Giuoc district, Long An province

4. Investor:   SAIGONTEL LONG AN COMPANY LIMITED

5. Total investment capital of project: VND 2.590.422.000.000 (Two thousand five hundred ninety billion four hundred and twenty-two million Vietnam dong).

6. Duration of operation of the Project on infrastructure development of industrial park: 50 years from the date of approval of investment policy.

7. Form of organization and management of industrial park:Nam Tan Tap is organized and operated under regulation at Decree No. 82/2018/NĐ-CP dated 22/5/2018 of the Government regarding on managing industrial park and economic zone.

Long An Provincial People’s Committee also assigned Economic Zone Authority to guide Saigontel Long An Company Limited to implement investment in construction of Nam Tan Tap Industrial Park in accordance with regulations at Decree No. 82/2018/NĐ-CP dated 22/5/2018 of the Government; simultaneously, to assume responsibilities to chair, coordinate with relevant Departments, agencies for implementing fully contents of the Prime Minister at Article 2, Decision No. 1420/QĐ-TTg dated 20/8/2021 and other documents of the competent state.

It is known that on the 20th of August, Deputy Prime Minister Le Van Thanh signed a Decision on approving the policy of investment in infrastructure construction and business of Nam Tan Tap Industrial Park.

The full text of the decision as follows:

On September, 22nd, Quang Nam Provincial People’s Committee enacted Official Dispatch No. 2707/QĐ-UBND regarding decision on approving the policy of investment and investors of the project “Investment in construction and business of technical infrastructure of Dong Phu industrial cluster”. This project is invested by Tay Da Nang Investement and Construction Joint Stock Company and Saigon Telecommunication and Technologies Corporation (Saigontel). As to yet, the project has achieved results as attached document.

Accordingly, Quang Nam Provincial People’s Committee approved the investors of the mentioned above project as Tay Da Nang Investement and Construction Joint Stock Company. Some information of the project:

1. Project title: INVESTMENT IN CONSTRUCTION AND BUSINESS OF TECHNICAL INFRASTRUCTURE OF DONG PHU INDUSTRIAL CLUSTER

2. Project goals: Synchronously and completely invest in infrastructure and functional zone to sublease land, collect fees of infrastructure use.

3. Project scale:Land use area is about 45 hectares.

4. Project investment capital: VND 200.000.000.000 (two hundred billion Vietnam dong), of which the contributed capital of investor is VND 50 billion, accounting for 25% of the total investment capital; Mobilized capital: VND 150 billion, accounting for 75% of the total investment capital.

5. Project’s duration of operation: 50 years, from the date the Decision is approved by Quang Nam Provincial People’s Committee

6. Project location: Dong Phu village, Dai Hiep commune, Dai Loc district.

7. Basic construction progress and putting the work into operation: From June, 2021 to December, 2023: Carry out procedures on investment, land, construction, environment, fire prevention and fighting, compensation, site clearance, leveling, complete technical infrastructure system. From January, 2024: Starting to put into operation and business.

According to decision, Quang Nam Provincial People’s Committee also assigned responsibilities to Tay Da Nang Company and related agencies, departments in implementing of the investment project./.

At 14:00 PM on the 10th of September, at Tan An City Party Hall, an on line conference was held to approve ideas, tasks of central urban planning, highlight works in Tan An city. Accordingly, representatives of consulting companies presented planning planning projects, works project and proposed ideas for urban-service area at ward 5 and Huong Tho Phu commune; Vam Co Tay riverside urban area - ward 5 and Huong Tho Phu commune.

On the side of provincial leaders, there was attendance of Provincial Party Secretary, Chairman of Provincial People’s Council - Nguyen Van Duoc; Permanent Provincial Party Deputy Secretary - Nguyen Thanh Hai; Provincial Party Deputy Secretary, Chairman of Provincial People’s Committee - Nguyen Van Ut; Vice Chairman of Provincial People’s Council - Mai Van Nhieu; Vice Chairman of Provincial People’s Committee - Nguyen Minh Lam.

Overview of the conference

At the conference, Permanent City Committee of the Party reported the process of approving ideas, tasks of planning central urban areas, highlight works of Tan An city.

Service-urban area at ward 5 and Huong Tho Phu commune has an area of 60,2 hectares. This project plays a role as a highlight urban area of the city, as a center of public space combined between history, culture - landscape and nature; simultaneously as a central park, trade and service, utility areas, independent and synchronous infrastructure system and technical infrastructure corridor, river corridors.

Vam Co Tay riverside urban area - ward 5 and Huong Tho Phu commune has an area of 36,7 hectares. This project located at an important location, highlight urban area in Vam Co Tay river, as a public service center, commercial service center, urban entertainment - tourism service. Simultaneously, it is a modern residential area combined with high-rise and adjacent commerce - commerce as well as landscape park and entertainment along with Vam Co Tay river.

Consulting companies also presented planning projects and works project at the aforesaid urban areas. The planning idea of Long An Development Invest Joint Stock Company highly approved and supported by leaders of Long An province.

On June, 16th at Long An Provincial People’s Committee, Nhat Tam Investment and Service Joint Stock Company reported project of Long An Garbage proposal plant to the provincal leaders. This is a project to treat domestic and industrial waste in accordance with the management of solid waste (CTR) and domestic solid waste (CTRSH) of Long An province, with high feasibility and efficiency.

Attending the meeting, on the side of Long An province, there were Mr. Nguyen Van Ut - Provincial Party Deputy Secretary, Chairman of Long An provincial People’s Committee and representatives of departments, boards and industries.

Modern waste treatment technology

At the meeting, Mr. Pham The Truong - General Director of Nhat Tam company said that the construction project of Long An garbage disposal plant had evaluated for preliminary feasibility and supported from Korea International Cooperation Agency - KOICA in Vietnam.

Technology of Nhat Tam company does not burn garbage to generate electricity like others current waste treatment plants, it will thoroughly resolve long-term underground landfills and daily-life waste, simultaneously take advantage of organic fertilizer created by trash to bring benefits for local agriculture.

CTRSH treatment system of Nhat Tam is chosen from 6 technologies (integrated from patents, technology certificates)

All treatment plants are 95% automation. After treatment processing, the plant will recover 2 main products. Firstly, inorganic products turned to combustion fuel. Secondly, remaining organic products from from humus to be used as fertilizer to serve fields, crops, after harvests it will become combustion fuel.

High efficiency

With a total construction area of about 1.650 -1.700 hectares, the project has a closed model of agriculture, industry, energy creating mutually complementary value chain. The project is expected to solve the waste problem in the province in case the volume of waste is increasing and the former methods shall not satisfy the requirements.

Technology helps to thoroughly handle the environmental pollution problem, minimizing the landfill area. In addition, Long An Garbage Disposal Plant shall supply electricity to the natioanl grid, contributing to social-economic development, contributing to the budget and reduce electricity load for the locality. The project also creates jobs for 2.000 workers.

It is estimated that with 600 tons of garbage per day, Long An garbage disposal plant shall creat 90 tons of microbiological fertilizer per day, such amount of fertilizer is enough for 1.600-1800 hectares of high-quality crops. The total generating capacity is 50MW.

Speaking at the meeting, Mr. Nguyen Van Ut – Long An Provincial Deputy Party Secretary, Chairman of Long An Provincial People’s Committee highly appreciated the report on the Long An garbage disposal plant of Nhat Tam company. He said:” Generally, the demand for scrap burning is really suitable for the situation of Long An provinve. Especially, infrastructure of Long An has not satisfied the large amount of garbage. However, the provine shall consider further as well as study more about the land bank of the province.”

Dear the Board of Directors

Da Nang is one of the cities heavily affected by the pandemic. Overcoming many obstacles, Bau Tram social housing project implemented by SGU continues to carry out and it is expected to be topped out at the end of this year.

It is not only enough legal procedures to implement the project, on June, 17th, 2021 Da Nang Department of Construction approved selling price for all 1.549 apartments in phase 1 including 4 blocks of the project.

After the process of research and negotiation: Today, the Board of Directors officially signed agreement with partner to sell all 274 commercial apartments with the value of VND 283.7 billion. The Board of Directors of SGU will continue to sell remaining 1.275 apartments at the end of this year, promising to bring great revenue for the company.

Not only that, it is expected that in early September, the Company will continue to break ground and deploy phase 2 with 6 blocks, total number of 1.809 apartments and will open for sell in the early next year. Bringing revenue and stable jobs in the following years.

SGU aims and determines to complete the handover and put into use the first 1.549 apartments in early August, 2022.

On July, 27th an economic foreign event was held by Vietnamese Embassy in India to connect Indian investors with the localities of Vietnam. The meeting helped the parties explore and understand the cooperation possibility and came up with idea of construction for the first specialized industrial park model for pharmaceuticals in Vietnam under Pharma Park model which successfully implemented in India.

Overview of the meeting 

The meeting was attended by Mr. Pham Sanh Chau - Vietnamese Ambassador in India, Indian investors delegation (especially Global Pharmaceutical - the largest pharmaceutical in India). On the side of Vietnam, there were attendance of leaders of Provincial People’s Committee, Economic Zone Authority of 14 provinces. Of which, SAIGONTEL received direct invitation by the Embassy to introduce idea of construction a model with the attendance of the global strategy consulting company - Roland Berger.

Indian investors are looking for partners and investment location in accordance with Vietnam Pharma Park with a scale of 600-1000 hectares, total investment capital up to USD 500 million, expected to export to the world up to USD 5billion and contribute to create jobs for more than 250.000 workers. 

Some fundamental requirements for investing Pharma Park including: Convenient geographical location, near seaport but not too far city center, ideal area of 500-1000 hectares, at least 100 hectares for development of supporting industrial park; ensure energy source, clean water and human resources for production...

at the meeting, Vice Chairman of Long An Provincial People’s Committee - Mr. Nguyen Minh Lam emphasized potentials, advantages and development space of Long An. Saigontel continued to introduce the thoroughly researched model of specialized industrial park for pharmaceuticals, expected to be applied for Tan Tam industrial park. This industrial park completely meet the standards of land bank, infrastructure, human resources... Tan Tap industrial park will be planned into Long An Coastal Economic Zone, bringing highest investment incentives and the best support in terms of regional connectivity.

In addition, the Ministry of Investment and Planning and the Minister - Mr. Nguyen Chi Dung specially entrusted SAIGONTEL to coordinate in developing Innovation Hub model in 4 localities, including Long An that will help maximize general synergy for regional economic development.

After the presentation of SAIGONTEL and Long An provincial delegation, investors said: “We were vey impressed by Saigontel’s presentation. Some interesting things are that Long An has enough large land area, near airport and seaports. The delegation will contact to learn more about incentive policies”.

Currently, FID capital flows are increasing in Vietnam pharmaceutical market, pharmaceutical industry has been received many incentives by the Government...which has promoted SAIGONTEL in attracting investment, developing specialized industrial park model for Pharma Park in Tan Tap industrial park, Long An with a scale of more than 650 hectares. According to The Economic Times, Vietnam & India will be 2 main pillars in the global supply chain re-established after the pandemic.
