The high-level week of the Asia-Pacific Economic Cooperation (APEC) Forum 2023 officially commenced on November 11 in San Francisco City, California, USA, attracting 21 world leaders from Pacific Rim economies and approximately 30,000 attendees. Upon an invitation from President Joe Biden, President of the Socialist Republic of Vietnam Võ Văn Thưởng and the Vietnamese high-level delegation participated in and engaged in bilateral activities in the United States from November 14th to 17th, 2023

According to the Ministry of Foreign Affairs of Vietnam, APEC is currently the leading economic cooperation and linkage mechanism in the Asia-Pacific region, encompassing 38% of the population, 62% of GDP, and nearly 50% of global trade. The theme for APEC 2023 is "Forging a Resilient and Sustainable Future for All," focusing on three priorities: "Connectivity," "Innovation and Digitalization," and "Inclusivity."

One of the significant sideline events at APEC was the roundtable discussion connecting U.S. businesses with Vietnamese localities, organized by the Ministry of Planning and Investment at the JW Marriott San Francisco Union Square hotel on November 15, 2023. This took place in the presence of the President, representatives of Ho Chi Minh City People's Committee, and Saigontel Green Alliance.
