On March 19th, officials from Saigontel Company met with the Chinese Enterprise Chamber of Commerce (CECC) Entrepreneur Club, which included more than 50 enterprises in the delegation. The Investment Promotion Centre, Ministry of Planning and Investment, also took part in the program. The conference centered on the advantages of the market and investment potential in Saigontel's initiatives in Vietnam.

Recognizing Saigontel as a leading entity in the real estate and industrial infrastructure sectors, particularly in terms of attracting foreign direct investment (FDI), the Chinese Enterprise Delegation expressed a desire for strong support, guidance, and investment opportunities from Saigontel. Over 50 Chinese enterprises attended the networking and working session, including numerous publicly traded corporations and entities with expertise in seeking local and foreign investment. The delegation represents a wide range of sectors and businesses, with noteworthy focus on steel, electronics, semiconductors, and commerce.

Following Saigontel's insights into investment directions and ongoing projects, the Chinese enterprises had discussions and sought additional information on investment incentives, foreign worker policies, and industrial park operational expenses. Furthermore, Chinese firms expressed an interest in participating in heavy industrial plant building in Vietnam, with an initial capital scale of $30 million. They thought that Saigontel would become a close partner, providing excellent solutions.

Mr. Nguyen Anh Tu, Deputy General Director of SaigonTel and Director of Saigontel Thai Nguyen, represented Saigontel and expressed appreciation for the Chinese Enterprise Delegation's collaboration and interest in Saigontel. He gave ideas and answered the delegation's questions, promising to promote and accompany firms investing in Saigontel's projects. He energetically introduced Saigontel's projects, as well as the various localities' investment incentives and competitive advantages."

At the end of the working session, Mr. Ly Ngoc Dien, Chairman of the Board of Directors of Tế Nguyên Ha Nam Iron and Steel Corporation, expressed gratitude to Saigontel for their warm reception of the Chinese Enterprise Delegation. He hopes that this meeting will lead to more opportunities for investment cooperation between the two parties.

The Chinese Enterprise Commerce Club (CECC), also called the China Entrepreneur Club, was founded in 2013. It is an ecosystem developed by entrepreneurs, investors, economists, and management professionals from several well-known businesses both locally and globally. Mr. Ma Weihua, Chairman of the National Science and Technology Achievement Transformation Fund and former Chairman of China Merchants Bank, is the club's chairman. The club serves as a link between domestic and international firms, encouraging multi-sectoral economic development through investment promotion activities. It is currently a member of China's International Chamber of Commerce.

On March 5th, Saigontel Investment Promotion Department representatives had a working session with the Korean business delegation, including four companies: Daehan E&C, LG Chem, Kpower Ennergy, and GreenBridge Consulting. The delegation was led by Mr. Lee Seok Kyu, Chairman of the Board and CEO of Daehan E&C. The working session focused primarily on exchanging solutions and directions for reducing greenhouse gas emissions in the Korean market and their application in the Vietnamese market.

Recognizing Saigontel's environmental initiatives through events such as Open Innovation Day (OID), Vietnam International Innovation Expo 2023 (VIIE 2023), and the establishment of the Green Alliance to develop the Green Growth project in provinces and cities in Vietnam, including Thái Nguyên, Hải Phòng, Hưng Yên, Đồng Nai, Long An, and Ho Chi Minh City. The Korean business delegation seeks connection and collaboration with a "Green" Enterprise as Saigontel in greenhouse gas emission reduction projects which supported by the Korean government.

Representatives from Korean enterprises shared information about their greenhouse gas emission reduction projects.

At the working session, representatives of Korean enterprises introduced the direction of greenhouse gas emission reduction through changing traditional fuel sources and the "International Project for Heat Supply and Greenhouse Gas Emission Reduction Using Biomass Fuel in Vietnam." Enterprises participating in the project will receive free support when transitioning from boilers using traditional fuels to boilers using biomass fuels. The funds obtained from carbon credits from biomass boilers will be used to create a cash flow for the project. Currently, Vietnam has 64 thousand enterprises using traditional boilers, and the immediate goal of the project is to research and implement the use of biomass fuels targeting 10 thousand enterprises.

The project contributes to Vietnam's sustainable development goals by using environmentally friendly renewable energy to improve the environment in the manufacturing industry, improve air quality, and create employment for the workforce in Vietnam. The project helps enhance technical capacity through technology transfer of biomass boilers via on-site operation training where needed. It increases revenue for biomass fuel supplying enterprises and promotes exports by establishing low-carbon supply chains. Importantly, it aligns with the country's commitment to climate action, including adaptation and mitigation of greenhouse gas emissions, and supports the goals of the Paris Agreement.

After the meeting, the Korean Business Delegation looks forward to Saigontel's collaboration in implementing the government's zero-emission roadmap, participating in the development of Saigontel's net-zero industrial parks, and hopes that the project will contribute to reducing greenhouse gas emissions and protecting the environment, moving Vietnam towards becoming an exemplary green industrial nation.

Saigontel recently held a working session with the Taiwanese expert delegation which led by Dr. Chien Yung Ma, Vice Chairman of the Semiconductor Association of Taiwan. The delegation also included Mr. Ken Wu, Chairman of JiaLong Group; Mr. Edison Chen, Senior Advisor at IBM; and Mr. James Huang, CEO of Bass Innovation. The meeting focused on key topics such as discussing green industrial parks in Vietnam and Taiwan, exploring circular economy, green construction materials, recycling projects, and exploring collaboration solutions in carbon trading. Additionally, discussions were held on enhancing training for semiconductor and green industry workforce in Vietnam.

In the working sessions, there is consensus on the importance of reducing carbon energy consumption and increasing the use of solar energy. This is considered crucial for workforce training. Experts in workforce training also participated in the discussions, providing in-depth insights and receiving positive feedback from all parties. It is worth noting that Taiwan currently has a project to bring 100 Vietnamese talents for training, with Hitech businesses in Taiwan covering 100% of the training costs. After completing the training, these talents will work directly for the businesses in Vietnam.

The consensus on the importance of experience, innovation, and practicality in projects was an integral part of the working sessions. Experts from Jialong Technology Group, IBM proposed solutions for handling electronic and semiconductor waste, blockchain solutions in carbon trading platforms, as well as training programs for human resources in carbon auditing and environmental protection. During the working sessions, both parties discussed international standardization and environmental protection, especially in creating conditions for businesses to conduct carbon audits. The government's participation was also emphasized, particularly following the government's commitments at the global climate change conferences COP26, 27, 28.

Following the working sessions at Saigontel headquarters, the Taiwanese working group had a meeting and exchange with the leadership of Long An province. During the discussion, the Secretary of the Provincial Party Committee, Nguyen Van Duoc, shared the province's strategy to attract new-generation investors in high-tech industries, specifically in semiconductor technology, manufacturing, and electronics. The province has abundant green resources, and businesses are under significant pressure to reduce carbon emissions. Therefore, Long An province supports utilizing these resources to generate carbon credits, helping businesses alleviate the pressure of carbon emission reduction and enhancing the local economic position.

The working session concluded with expectations of future cooperation and sustainable development, bringing benefits to all parties involved.

In recent years, the high-precision manufacturing industry has been actively establishing new manufacturing bases outside China, the supply chain has increased requirements for green power and net-zero carbon emissions, and the large-scale and stable demand for green electricity from global high-tech manufacturers has brought huge business opportunities.

On January 22, Micro Electricity signed a memorandum of cooperation with Saigontel, Vietnam's largest industrial park developer under Saigon Investment Group, and Energy Capital Vietnam, the United States, to select the first 300MW demonstration site to jointly invest in the development of renewable energy facilities at the level of industrial parks in Vietnam, covering solar power grids, energy storage, and green power direct supply models.

Micro Electricity is Taiwan's first energy-integrated service provider from the perspective of energy management, emphasizing "solar energy as a service", the demonstration park power plant in cooperation with Saigontel is expected to start construction by the end of this year, and will build a demonstration case for the use and management of renewable energy in the industrial park with a green energy management service model, supply the green power needs of the stationed manufacturers, provide the best backing for Taiwanese companies in Vietnam, and then become the best partner to achieve carbon reduction commitments in Southeast Asia.

Micro Electricity will work with the local team in Vietnam to organize and recruit outstanding solar energy talents, integrate relevant resources in the mode of green power services, solve the problem of carbon emission coefficient from the development, construction, maintenance, and management of solar power sites, and apply Taiwan's green power certificate and green power trading experience to help enterprises achieve RE100. "Based on data, Microelectronics conducts energy integration services such as climate prediction, monitoring and analysis, equipment operation, photovoltaic storage, and direct power supply, and integrates relevant technologies into microgrid-level enterprise RE ratio settlement, to optimize power efficiency by mastering 'green energy data'," said Chairman Wang Mindi, Chairman of the Board of Directors.

On January 19, 2024, with the aim of creating favorable conditions for attracting the semiconductor industry, Long An province solemnly organized a working program with a delegation of US and Taiwanese enterprises under the Green Alliance SAIGONTEL. The theme of the program was 'Collaboration to Enhance Long An's Position in Green Growth and Global Semiconductor Supply Chain.' The objective was to call for resources to support the local area in promoting investment attraction in the high-tech sector and developing the semiconductor industry ecosystem, as well as preparing infrastructure to welcome investors in this field.

The People's Committee of Long An Province and SAIGONTEL signed a memorandum of understanding to promote and invite investment projects in the province's green growth sector.

Participating in the program, representing Long An Province were Mr. Nguyen Van Duoc - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Van Ut - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Huynh Van Son - Vice Chairman of the Provincial People's Committee, along with departments and local authorities. On the participant's side, with the support and connection of Saigontel, the program attracted the attention of representatives from the U.S. Department of Energy, U.S. Department of Commerce, National Agency for Technology Entrepreneurship and Commercialization Development under the Ministry of Science and Technology of Vietnam, Consulting Companies, Investment Funds, and Enterprises in the field of clean energy infrastructure and semiconductor workforce development from the United States, Taiwan, and Korea.

At the working session, on behalf of the province, the Deputy Director of the Department of Planning and Investment of Long An introduced the orientation of attracting local support resources in the green growth sector, especially in high-tech investment, particularly semiconductor technology. Currently, Long An's economic scale ranks 13th in the country and leads the Mekong Delta region. Looking towards 2030, Long An province continues to vigorously develop infrastructure, including transportation and clean energy infrastructure. Identifying potential projects that can generate carbon credit funds, with a strong emphasis on training and developing a high-quality workforce, aiming for green growth, innovation, and establishing green industrial parks with a goal of 'Zero' Carbon by 2050, following the Government's roadmap.

At the program, the investor group from the SAIGONTEL Green Growth Alliance also provided advice and proposed solutions to help the locality establish a carbon reduction roadmap in the province, as well as methods to attract green credit capital. They discussed practical solutions for the development of clean energy in local industrial parks, addressing the carbon tax in the import and export of goods to the US and Europe markets. The investors emphasized the importance of building a semiconductor microchip ecosystem, training and developing human resources. Additionally, they suggested piloting a specialized industrial park model for high-tech and semiconductor industries.

Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc expresses the desire for supporting units to assist the locality in conducting statistics, inventory, and planning the development of clean energy, carbon targets that the province may have, and a mechanism for offsetting carbon credits to attract investment from high-tech businesses in a reasonable and effective manner. In addition, the shortage of skilled labor in the high-tech field is one of the barriers that the locality needs the active cooperation of partners to balance the resources.

In the concluding remarks at the working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee – Mr. Nguyen Van Ut affirmed that Long An with the spirit of integration, development, and towards sustainable growth goals is always committed to accompanying and supporting units in the process of coordinating the implementation of the above-mentioned project.

Representatives of the U.S. Departments expressed their commitment to actively support Long An in building a roadmap for emission reduction and energy planning in industrial parks. They also pledged to promote technology transfer and be ready to attract green credits to help the locality quickly realize its goals. Regarding Taiwanese partners, they proposed promoting the development of human resources through short and long-term training programs for the province's workforce in the semiconductor industry. In the long term, the parties will move towards proposing investment in the Vietnam-Taiwan-USA industrial park to pilot the model.

At the conclusion of the program, the parties reached an agreement and signed a Memorandum of Understanding on the discussed collaboration points.

On January 17, 2024, the People's Committee of Thai Nguyen Province organized a working session and signed a memorandum of understanding on green growth cooperation with the Saigontel Green Alliance. The goal of the memorandum is to effectively implement green growth across all sectors.

The working program included representatives from Thai Nguyen Province, Mr. Le Quang Tien, Vice Chairman of the Provincial People's Committee, and representatives from departments, committees, sectors, and localities. On Saigontel's side and its partners, there were Ms. Nguyen Cam Phuong, General Director of Saigon Telecommunication & Technologies Corporation (Saigontel); Mr. Robert Cresanti, Forbes Council Member, Responsible of The US Semiconductor microelectronics and nanoelectronics programs; Mr. David Lewis, President and CEO of ECV, a member of the Green Alliance; Mr. Truong Vu Thanh, Local Partner and Country Director of ECV, a member of the Green Alliance; Mr. Ho Anh Tung, Director of Allotrope Partners Vietnam, a member of the Green Alliance.

During the program, representatives from the Saigontel Green Alliance reported and proposed collaboration related to waste assessment, suggesting solutions and a roadmap to achieve the goal of net-zero emissions suitable for the province's current situation. Partners also shared potential for green growth in the province, strategies for waste reduction in the energy sector, as well as green finance, carbon credits, and current transaction methods. They discussed the support of the U.S. government for high technology and green growth.

The proposed memorandum of cooperation aims to effectively implement the green growth objectives in all areas with developing projects, plans, analyzing timelines, and deploying solutions for the green growth roadmap of Thai Nguyen province towards achieving a net-zero emission standard. This aligns with the actual situation of Thai Nguyen province, conforms to the Provincial Planning for the period 2021-2030, envisions until 2050, and complies with relevant legal regulations.

Speaking at the working session and signing ceremony, Mr. Le Quang Tien suggested that Saigontel and its partners collaborate with Thai Nguyen province in formulating policies and implementing plans to reduce emissions, attracting green financial resources from foreign investors and multinational corporations. He also urged joint efforts to enhance the investment environment, business environment, and attract investment from sources such as green energy development funds and foreign investors and multinational corporations. Additionally, providing training services on methods and strategies for greenhouse gas emission reduction and related green growth content was discussed.
