CONFERENCE ON ANNOUNCEMENT OF PLANNING AND INVESTMENT PROMOTION LONG AN PROVINCE - VISION 2050 FOR GREEN INDUSTRIAL ZONES

On the morning of July 25th, 2023, Long An Province solemnly organized a Conference on the Announcement of Planning and Investment Promotion in order to promote and attract investments within the province. Up to now, Long An Province is the 10th locality nationwide and the first locality in the Southern region to have its provincial planning for the period 2021 - 2030 approved, with a vision towards 2050.

The conference was attended by Prime Minister Pham Minh Chinh, along with the leaders of central agencies, departments, and sectors; representatives from embassies, international organizations in Vietnam; leaders of some provinces and cities within the country; leaders of business associations, enterprises, corporations, and investors from both domestic and foreign sectors. In this conference, Saigon Telecommunication & Technologies Corporation (SAIGONTEL) was recognized as one of the enterprises contributing to the realization of the vision and socio-economic development goals, enhancing the quality of life in Long An province, as well as playing a part in the overall development of the country.

Regarding the content of the provincial planning, it clearly outlines the province's viewpoints, development orientations, and goals until the end of the planning period, as well as the vision for the year 2050. The planning allocates spatial development and resource distribution for economic, social, defense, security, and environmental protection activities; presents breakthrough steps for the province's development during the planning period; aligns with the National and Mekong Delta Region Development Strategy; thereby creating new development opportunities and bringing new value to Long An province. At the conference, besides receiving information about the Long An provincial planning for the period 2021 - 2030 and the vision for 2050, participants will also have the opportunity to learn about the province's socio-economic situation. Along with this, domestic and foreign investors will grasp information about the province's policies, development orientations, and investment-attractive projects that the province is calling for.

In his speech at the conference, Prime Minister Pham Minh Chinh emphasized that Long An possesses diverse potential, outstanding opportunities, and competitive advantages for rapid and sustainable socio-economic development. It is an attractive destination for both domestic and international investors, creating momentum not only for Long An but also for the Mekong Delta region and the whole country.

Mrs. Nguyen Cam Phuong – General manager of SAIGONTEL, along with partners from the Green Infrastructure Development Alliance, received the cooperation memorandum of understanding (MOU) from Long An province.

Simultaneously, during the conference, Long An province exchanged a cooperation memorandum of understanding (MOU) between the Provincial People's Committee and Saigon Telecommunication & Technologies Corporation (SAIGONTEL), along with partners from SAIGONTEL's Green Infrastructure Development Alliance. The partners include Energy Capital Vietnam (ECV), Allotrope Partners (AP), Chart Industries (CI), Babcock & Wilcox (B&W), among others. These are leading companies in the field of clean energy and the environment in the United States, who will collaborate to develop a roadmap and support the implementation of energy technology and green technical infrastructure solutions in SAIGONTEL's invested green industrial parks. The immediate objective is to develop the Tan Tap Industrial Park and South Tan Tap Industrial Park into green industrial parks, aiming to reduce carbon emissions and become internationally certified Net-Zero standard industrial parks, the first in Vietnam, accredited by an international assessment agency. The agreement will help establish a cooperative relationship among the parties in advising on carbon reduction plans and building a Net-Zero roadmap towards 2050 for the entire Long An province. It also supports the province in attracting green development capital and contributes to realizing the Vietnamese government's commitment to achieving "Zero" net emissions by 2050. This direction aligns well with Long An province's efforts in climate change adaptation over the past time. The close public-private partnership will contribute to constructing a specific action roadmap and direction, towards the national Net Zero goal.

Mr. David Lewis - Founder and CEO of Energy Capital Vietnam (ECV) delivered a speech at the conference.

At the conference, Mr. David Lewis - Founder and CEO of Energy Capital Vietnam (ECV) stated that "Through the investment promotion activities of the Vietnamese government in the United States last year, ECV was very impressed with the strong commitments and action programs of the Vietnamese government at the United Nations Climate Change Conference (COP26) aimed at achieving a net-zero emissions target by 2050. This is the reason why Energy Capital Vietnam and a delegation of U.S. enterprises are present in Vietnam, as well as at today's conference in Long An province, to collaborate with the local authorities and businesses focused on developing infrastructure and energy in Vietnam in general and Long An in particular."

Representing the SGT - STS Joint Venture, Mr. Kim Hyeon Seok - Chairman of STS Development delivered a speech at the conference.

Furthermore, the representative of the SGT - STS Joint Venture, Mr. Kim Hyeon-seok, discussed the implementation of the Pangyo Technology Valley model with long-standing collaborative partners such as Gyeongsang National University and Gyeongsang National University Hospital, along with major investment funds. This collaborative effort aims to capture the global green transition trend, aligning with economic development goals while addressing environmental challenges for sustainable growth. This foundation establishes a circular economic development cycle and attracts high-tech companies. Simultaneously, it encourages and nurtures high-risk startup companies to break away from a general industrial complex, fostering policies that cultivate talent and provide a nurturing environment for businesses with rapid growth potential through technology. This is the model that the SGT - STS Joint Venture aspires to deploy and develop for projects in Long An.
