Welcoming the working delegation, representatives from the People's Committee of Long An Province included Mr. Pham Tan Hoa, Vice Chairman of the People's Committee, along with leaders from local departments and agencies. The meeting was attended by representatives from the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC), leaders of the Asian Development Bank (ADB) delegation, Saigon Telecommunication and Technology Corporation (Saigontel), and Valey Campus Saigon Company (VCS).

At the working session, Saigontel representatives provided consultancy and proposed a plan for the province's human resources development program. They conducted a preliminary assessment of the current state of the province's workforce, noting its abundance but acknowledging the need for higher quality. The proportion of individuals with degrees or certificates was observed to be low, and there was a shortage of technically skilled and highly skilled workers for industrial and agricultural development. As a result, the proposed solutions included updating training programs based on the needs of high-tech businesses, emphasizing the incorporation of knowledge and green skills into the curriculum. The plan also suggested creating an interactive learning environment, fostering technology access, encouraging research, and innovation. Additionally, the proposal highlighted the importance of training and enhancing the quality of educators, emphasizing international partnerships, and ensuring quality through evaluation. The aim is to establish an environment that encourages research and innovation among students to enhance the quality of the province's workforce.
Next, NATEC representatives introduced the Open Innovation Center and the strategy to attract international resources for developing the open innovation ecosystem, fostering green skills and entrepreneurship innovation skills for Vietnamese labor, including the workforce in Long An province.
From the side of the Asian Development Bank (ADB), Mr. Sung Sup Ra – ADB Deputy Director General, presented projects supporting education and vocational training worldwide and in Vietnam. ADB and Saigontel will explore and provide local support in updating training programs for specific industries such as the environment, high-tech agriculture, and renewable energy—industries identified as local needs but lacking vocational training facilities.
During the working session, representatives from Valey Campus Saigon introduced a model for training high-tech agricultural labor in a practical environment and an information technology workforce training program following Japanese standards.
At the end of the meeting, Mr. Pham Tan Hoa - Vice Chairman of the Provincial People's Committee, expressed joy and gratitude for the delegation's visit and committed to cooperating in implementing the discussed initiatives for green growth. They agreed on the importance of ensuring regional connectivity, especially with neighboring provinces such as Ho Chi Minh City, Tien Giang, and Dong Thap, to create a collaborative bloc for producing better and more efficient products. To actualize the discussed initiatives, the Vice Chairman proposed forming expert teams to exchange and build a roadmap, identifying steps for each year to achieve the goals as quickly as possible.

Within the framework of the seminar, during the discussion session, Mr. Ho Anh Tung - Representative of the Green Infrastructure Development Alliance Saigontel, shared more details about the mission and goals of the Alliance in developing green industrial parkss according to the global Net-Zero standards. This means industrial parks with the ability to self-supply energy from renewable sources, emit no carbon, and efficiently use high resources. This is an important and necessary goal in the context of climate change and Vietnam's sustainable development needs. Saigontel Alliance aims to contribute to the implementation of Vietnam's commitments at COP26, namely reducing greenhouse gas emissions by 9% compared to the reference scenario by 2030 and possibly reducing an additional 27% with international community support.
Additionally, regarding the roadmap and efficiency of green shifting for existing industrial parks, Saigontel Green Alliance will apply a three-stage approach: Stage 1, assess the current situation and determine carbon emission reduction targets for each industrial park. Use analysis and measurement tools to estimate the current carbon emissions of industrial parks based on parameters such as area, number of businesses, operational industries, types and quantities of energy usage, types and quantities of generated waste. Then, define emission reduction targets for each stage, complying with international standards such as the Science Based Targets initiative or the Carbon Disclosure Project. Stage 2, select and implement green transformation solutions for each industrial park, providing energy technology solutions and green technical infrastructure. Stage 3, mobilize green funding sources and monitor implementation results. Investment efficiency will be calculated based on criteria such as capital costs, operating costs, energy savings, risk reduction, and enhanced credibility.

A clear evidence is the implementation of the Green Growth Cooperation Agreement signed at the Long An Provincial Planning Announcement Conference on July 25, 2023, between the Provincial People's Committee and Saigon Telecommunication and Technology Corporation (SAIGONTEL) and its partners in SAIGONTEL's Green Infrastructure Development Alliance, including Energy Capital Vietnam (ECV), Allotrope Partners (AP), Chart Industries (CI), Babcock & Wilcox (B&W), among others, in the field of clean energy and the environment. This agreement outlines and supports the implementation of green energy and technical infrastructure solutions in SAIGONTEL's green industrial parks in Long An, specifically Tan Tap Industrial Park and Nam Tan Tap Industrial Park.
With the goal of reducing carbon emissions and becoming an internationally certified Net-Zero standard industrial park in Vietnam, the meeting provided Korean businesses with a more comprehensive understanding of Long An Province's direction. On the following working day, at the headquarters of the Ministry of Science and Technology, the Department of Science and Technology for Economic Technical Branches - Vietnam Ministry of Science and Technology, in collaboration with the Southeast Asia Influential Alliance (SIA), organized a seminar on "Vietnam - Taiwan Semiconductor Industry Ecosystem." In the New York, USA, on the afternoon of September 21, 2023, as part of the official visit to the United States by the Vietnamese delegation, Prime Minister Phạm Minh Chính witnessed the ceremony for the exchange of cooperation documents between the Hai Phong People's Committee of Hai Phong2 City and businesses from both Vietnam and the United States regarding the research and development of the South Do Son Integrated Port project.
In line with the declaration of General Secretary Nguyễn Phú Trọng and President Joe Biden to elevate the bilateral relationship between the two countries to the highest level of comprehensive strategic partnership, with the key being economic cooperation, as part of the bilateral activities during the visit to the United States, Prime Minister Phạm Minh Chính witnessed the exchange of cooperation documents between the People's Committee of Hải Phòng City and Saigon Telecommunication & Technologies Corporation (Saigontel), along with Kinh Bac City Development Holding Corporation (KBC) and Energy Capital Vietnam (ECV), in collaboration with the Port of Los Angeles, USA (POLA). Through this cooperation agreement, the parties will jointly conduct research and development for the South Do Son Integrated Port project in Hai Phong City, aiming to transform South Do Son Port into a modern gateway and a key transit hub for domestic and international cargo in Vietnam.

In fact that Vietnam has over 3,000 kilometers of coastline, but there are not many suitable locations for establishing transshipment ports. Hai Phong City, as an illustrative example, holds a particularly vital position in the country, situated between two economic corridors. It boasts a pivotal seaport and offers all five modes of transportation. According to Resolution 45 of the Politburo regarding the construction and development of Hai Phong until 2030, with a vision to 2045, Hai Phong aims to become an industrial city closely linked with a modern, smart, and sustainable seaport. To further elaborate, in the city's general plan until 2040, with a vision to 2050, as approved by the Prime Minister in Decision 323/QĐ-TTg, the development direction for Hai Phong's seaport involves expanding South Do Son Port into a gateway port that combines international transshipment and serves national defense and security needs. According to the plan, the South Do Son port area will have the capacity to accommodate container ships with a capacity of up to 18,000 TEUs, general cargo ships with up to 200,000 tons, bulk/liquefied gas carriers up to 150,000 tons, and passenger ships up to 225,000 GT. Additionally, this port area will prioritize the construction of docks serving container transshipment in the region and a central gas-fired power plant port that aligns with the comprehensive energy planning and power development plan, facilitating the relocation of river ports along the Cấm River.
In the United States, the Port of Los Angeles (POLA), also known as the Los Angeles International Port, is a vast port complex covering an area of up to 7,500 hectares (3,000 hectares) along a 43-mile (69-kilometer) stretch of waterfront. The port is located in the San Pedro Bay in San Pedro, approximately 20 miles (32 kilometers) south of downtown Los Angeles. It is one of the largest seaports in the United States and plays a crucial role in facilitating international trade and commerce. The scale and infrastructure of the Port encompass approximately 7,500 acres (30 square kilometers) of land and water, featuring 27 cargo terminals, including container terminals, dry bulk terminals, liquid bulk terminals, and automotive processing facilities. Furthermore, the Port of Los Angeles is one of the leading container ports in North America, with a complex network of container terminals equipped with advanced technology and infrastructure for efficient container handling. The port comprises a total of 80 wharfs and container terminals, including the largest container wharf in the United States, APM Terminals Pier 400. POLA handles a significant volume of goods, particularly with countries in Asia. It serves as a gateway for cargo to and from Pacific Rim countries. In 2020, the port processed approximately 9.3 million twenty-foot equivalent units (TEUs) of container cargo. The Port of Los Angeles generates significant economic activity and employment opportunities for the surrounding region. Moreover, it is committed to sustainable practices and environmental stewardship. The port has implemented numerous programs and initiatives to reduce emissions, improve air quality, and promote clean technologies. These efforts include shore power for vessels, emissions-free equipment, and the Clean Truck Program to reduce emissions from trucks. Additionally, the port continually invests in infrastructure improvements and expansion projects to enhance efficiency and capacity. These projects include channel dredging to accommodate larger vessels, railroad infrastructure upgrades to improve cargo transportation, and the development of new terminals to meet future demands.
This official visit by Prime Minister Phạm Minh Chính holds a significant meaning, conveying a profound message from the Communist Party, State, and Government of Vietnam to the United States and international friends about a peaceful, cooperative, and integrated Vietnam.
