A delegation from the Keelung City Government, Taiwan, along with more than 50 leaders and business representatives, held a working session with SAIGONTEL and FCC PARTNERS at the Tech Valley buillding,  SAIGONTEL’s headquarters located in Quang Trung Software City, District 12, Ho Chi Minh City.

Representing the host side was Ms. Nguyễn Cẩm Phương, CEO of SAIGONTEL, along with representatives from Nam Tân Tập Industrial Park, Tân Phú Trung Industrial Park, and SOIHUB Open Innovation Center. From the Ministry of Science and Technology, Mr. Phạm Hồng Quất, Director General of the Market Development Department, was present. On behalf of the Keelung City Government were its leaders, and prominent businesses from Keelung City and  representatives from FCC Partners.

Speaking at the meeting, Mr. Lin Ting Chao, Director of the Keelung Industrial Development Department, expressed his sincere gratitude for the warm and professional reception from SAIGONTEL and its partners. He noted that Keelung City and Ho Chi Minh City share many similarities, including their strategic locations as important port cities, both facing rapid urbanization. The challenges of urban development and industrial transformation make innovation and cooperation particularly crucial.

Keelung City always considers innovation as the key to driving economic growth and highly values the principle of supporting creativity and innovation, striving to create the best development environment for businesses. Quang Trung Software City, as the first software and information technology park in Vietnam with advanced technology, serves as a strong scientific and technological resource and a robust industrial ecosystem, providing an ideal environment for innovative businesses to thrive. The signing of a Memorandum of Understanding with SAIGONTEL, represented by SOIHUB Open Innovation Center, will unlock resources, foster technology exchange, and offer more support and opportunities for entrepreneurs in both regions.

A highlight of the meeting was a presentation by Ms. Lê Bích Phương, Business Director of Saigontel Long An, who shared insights about the Nam Tân Tập and Tân Tập green industrial parks, which serve as exemplary models of sustainable development. These industrial parks are equipped with modern infrastructure, advanced wastewater and waste treatment systems, and actively encourage businesses to use renewable energy. Additionally, Ms. Bùi Thanh Hằng, Project Director of SOIHUB, delivered a presentation introducing the SOIHUB Open Innovation Center, a model that has garnered significant interest from Keelung City.

On October 15, 2024, Saigontel and Global Advisory (Australia) held a meeting to discuss and exchange expertise on green growth, sustainable development, and human resource improvement for Nam Dinh Province.

At the working session, Mr. Mai Van Quyet, Member of the Provincial Party Standing Committee and Director of the Department of Planning and Investment, represented Nam Dinh Province, along with officials from the Department of Science and Technology, Department of Natural Resources and Environment, Department of Industry and Trade, and Giao Thuy District People’s Committee. On behalf of Saigontel’s working group, Mr. Harry Hughes, Executive Vice President of Global Advisory, along with representatives from the Investment Promotion Department and Soihub Innovation Center, were present.

In his remarks, Nam Dinh Province expressed its sincere appreciation to SAIGONTEL and the team of experts for their visit. The province is currently focused on green and sustainable development and is in need of resources to fund and build a Green Growth Plan for the entire province, particularly emphasizing agriculture, industry, and human resource training sectors.

Mr. Harry Hughes, Executive Vice President of the Strategy and Green Growth Department at Global Advisory, highlighted Nam Dinh’s strong foundation in agricultural heritage and coastal resilience, positioning the province to lead Vietnam in green growth. He noted that Nam Dinh is advancing in the direction of sustainable agriculture, a green economy, cultural tourism, and industry, supported by existing and planned infrastructure investments. Mr. Hughes also shared his experiences in developing and implementing sustainable development policies and green growth strategies, offering advice on building a green growth workforce for the province.

The parties engaged in in-depth discussions regarding the development directions for green growth in Nam Dinh Province. At the conclusion of the meeting, Nam Dinh expressed its appreciation for the valuable experiences shared in developing and implementing green growth policies. The province announced plans to establish a Green Growth Task Force, which will collaborate with Saigontel and Global Advisory to implement green growth initiatives in line with the national green growth strategy.

Mr. Harry Hughes, with many years of experience in green growth, has served as an advisor on numerous successful projects for the Australian government. His roles have included Senior Advisor to the New South Wales Minister for Planning and Special Minister of State, focusing on planning strategy, policy, and sustainable development. He has also advised the New South Wales Minister for Resources and Energy on renewable energy policy, serving as the Minister's primary liaison with energy transmission and distribution entities within the NSW energy market.

During the meeting, Mr. Lê Xuân Lợi, Vice President of the Bắc Ninh Provincial People’s Committee, expressed his deep appreciation for Saigontel's contributions and ongoing efforts in supporting the province's development. Mr. Lợi emphasized that green growth is a sector receiving special attention from Bắc Ninh, and since 2015, the province has approved an Action Plan towards Green Growth. In line with this, the Environmental Processing Plan for the 2019-2025 period achieved significant breakthroughs, leading to the first public release of the provincial Green Rating in 2023, with Bắc Ninh ranking third nationwide.

In his remarks, the Vice President of the Bắc Ninh Provincial People’s Committee highlighted several key points contributing to economic development orientation and greenhouse gas emission reduction. These included the development of green industrial parks with diverse capabilities aimed at an ecosystem model, the implementation of green transportation solutions, the promotion of green purchasing and sustainable consumer behavior, workforce training for environmental improvements, and education for technical workers in the green economy sector.

During the meeting, Ms. Nguyễn Cẩm Phương, General Director of SaigonTel, shared her experience in developing green industrial parks aimed at creating a cleaner manufacturing environment, reducing negative impacts, and promoting environmental sustainability. SaigonTel's green industrial park project has garnered significant attention from international investors and green finance sources.

Mr. Harry Hughes, Vice Executive Director of the Green Strategy and Development Department at Global Advisory, shared his experience in developing and implementing green growth and sustainable development strategies, while also advising the province on green workforce development. Through its research, Global Advisory recognizes that although Bắc Ninh is a leading industrial province, it faces significant challenges in green growth during the transformation process. With the ambition to strengthen the province's leadership in sustainable solutions and climate challenge management, the company will conduct research and implement programs focused on green workforce training.

To conclude the meeting, the leadership of Bắc Ninh Province expressed deep appreciation for the valuable insights shared on developing and implementing green growth policies and green industrial park projects within the province. All participants reached a unanimous agreement to hold further meetings to engage in deeper discussions on transforming Bắc Ninh into a green hub for manufacturing, services, consumption, and lifestyle, thereby leading the green transformation.

The 5th Ho Chi Minh City Economic Forum (HEF) 2024 took place from September 24 to 27, 2024, under the theme “Industrial Transformation, a New Driver for Sustainable Development of Ho Chi Minh City.” Saigontel participated in the Forum as a founding member of the Fourth Industrial Revolution Center (C4IR) and was also a key sponsor of the event.

The Forum was attended by Prime Minister Pham Minh Chinh, Ho Chi Minh City Party Secretary Nguyen Van Nen, leaders from central government ministries and agencies, provincial authorities, and business representatives, as well as experts from 16 countries, including the United States, Japan, South Korea, China, Cuba, Russia, India, Germany, Australia, Italy, Portugal, Belarus, Hungary, Uruguay, Laos, and Cambodia.

As a speaker in the specialized discussions at the Forum, Mr. Harry Hughes, Vice Chairman of Saigontel’s Strategic Advisory Board, shared insights on the impact of the 4.0 industrial revolution on Vietnam’s industrial transformation. Additionally, with Saigontel’s extensive experience in industrial real estate investment, the company has carefully prepared to ensure its industrial parks are designed for the future, focusing on sustainability and technological innovation. Saigontel prioritizes integrating renewable energy into the infrastructure of its industrial parks, utilizing advanced emission-reduction technologies, contributing to Vietnam’s commitment to achieving net-zero emissions by 2050, as pledged by the Prime Minister at COP 26.

One of the major events during the Forum was the inauguration and launch of the Fourth Industrial Revolution Center (C4IR) in Ho Chi Minh City. The Center is headquartered in the Ho Chi Minh City Hi-Tech Park and officially commenced operations on September 24, 2024. Saigontel is one of the founding members of C4IR.

Speaking at the inauguration ceremony, the Prime Minister emphasized that the establishment of the Center was an initiative of the World Economic Forum (WEF) and aligned with Vietnam’s development trends. He praised Ho Chi Minh City for quickly taking on the responsibility and implementing the public-private partnership initiative, especially in time for the Economic Forum. The Center is significant in fulfilling the nation’s policy of industrialization and modernization, meeting the demands of scientific and technological development, and innovation. It will also assist Vietnam in integrating deeply into the global science and technology community and promoting the Fourth Industrial Revolution, reinforcing Ho Chi Minh City’s leading role in economics, politics, society, and national defense.

As a founding member of C4IR, Saigontel, along with its partners, will contribute to integrating the Center into the global network of the World Economic Forum (WEF). This will enhance cooperation with other C4IR Centers worldwide to support policy proposals, research breakthrough areas for Ho Chi Minh City, in line with national and international trends, and mobilize resources and capital to help the government and businesses apply new technologies in line with the 4.0 industrial revolution in Ho Chi Minh City.

With Saigontel’s efforts in promoting innovation, green industrial parks, and green growth cooperation in recent times, as well as its long-term commitment to sustainable development in Vietnam, Saigontel hopes to contribute its valuable experience to the Center’s growth, helping Vietnam, particularly Ho Chi Minh City, seize opportunities and overcome challenges in the global 4.0 revolution.

 
On September 24, the Provincial Party Committee, People's Council, and People's Committee of Dong Nai held a conference to announce the provincial planning for the period 2021-2030, with a vision to 2050. This marks a significant milestone, helping Dong Nai leverage its geographical advantages for sustainable development and outlining its vision to become a green economy and high-tech hub in the future.
 
Prime Minister Pham Minh Chinh, along with leaders from various ministries, departments, and Dong Nai province, attended the event. In his speech, Prime Minister Pham Minh Chinh highlighted that Dong Nai possesses numerous advantages, including a strategic location important for national security and economic development. With a population of about 3 million, comprising many young and ambitious workers, Dong Nai is a crucial transportation hub with all five modes of transport, located in the dynamic southern key economic region and the Southeast region. According to the Prime Minister, this provincial planning is the result of collective efforts by the people of Dong Nai, the scientific community, businesses, and the nation. This planning will serve as a driving force for Dong Nai to integrate and rise.

In his remarks, Secretary of the Provincial Party Committee Nguyen Hong Linh shared that Dong Nai holds many competitive advantages, such as its strategic geographic location, the Dong Nai River, Cat Tien National Park, and especially Long Thanh International Airport. These are major drivers for development in the coming period. He expressed hope that the new planning will help the province fully exploit these strengths and create a foundation for comprehensive development.
Mr. Vo Tan Duc, Chairman of the Dong Nai People's Committee, stated that the 2021-2030 provincial planning, with a vision to 2050, includes several groundbreaking highlights to maximize the province's potential, strengths, and competitive advantages. In particular, Long Thanh International Airport and the Dong Nai River will be the new driving forces for development. The province will focus on selectively attracting investment, with a focus on high-tech industries, eco-industries, supporting industries, biotech industries, high-tech agriculture, and comprehensive services, especially in education and training, healthcare, logistics, and tourism.
Dong Nai’s planning aims for the province to become a modern, civilized, and rapidly growing area by 2030, surpassing high-income thresholds and ranking among the top provinces in the country. The province's economy will develop dynamically, leading in sectors such as aviation economy, high-tech industries, science, and innovation. Socio-economic infrastructure and urban systems will be developed in a synchronized, modern, smart, sustainable, and distinctive manner, focusing on the development of airport cities and world-class eco-urban areas. At the same time, cultural identity will be preserved, the ecological environment will be protected, climate change will be addressed, and national defense and security will be firmly ensured.
According to the plan, Dong Nai aims to become a centrally governed city by 2050, leading in high-tech industrial development with synchronized, smart, and modern infrastructure. The province will also become an international trade and tourism center, attracting intellectuals and talents, with green and circular economies at its core, striving to achieve net-zero emissions. Dong Nai will ensure balanced development across social fields, bringing prosperity and happiness to its people while maintaining strong national defense, security, and public safety.

At the Investment Promotion Conference, Dong Nai province handed out 17 investment policy decisions for projects with a total capital of over USD 6 billion and presented Letters of Interest for 24 projects to investors in green urban areas, industrial zones, and more. During the event, the People's Committee of Dong Nai expressed gratitude for Saigontel’s collaboration and presented a Letter of Interest for the projects that Saigontel is currently researching in the province.
 

From August 25 to 29, 2024, a training program focused on the development of human resources in the semiconductor industry was held in Taiwan, China. The program was organized by the Saigontel in collaboration with the Soihub Innovation Center and Long An Province. Through learning, adopting models, initiatives, and practical experiences to apply in the development of high-tech industries locally, the program provided Long An provincial leaders with a comprehensive understanding of the semiconductor industry.

The Long An delegation was led by Mr. Phạm Tấn Hòa, Vice Chairman of the People's Committee of Long An Province, along with representatives from various provincial departments, including the Department of Science and Technology, the Department of Labor, Invalids, and Social Affairs, the Department of Foreign Affairs, the Department of Finance, and representatives from the People's Committees of Đức Hòa, Đức Huệ, Bến Lức, Cần Giuộc districts, and several lecturers from Long An College.

As part of the program, on August 26, 2024, the delegation visited and worked with Yang Ming Chiao Tung University to learn about the university's models and methods for training engineers in the semiconductor field. Yang Ming Chiao Tung University is one of Taiwan's leading institutions in semiconductor industry education and research. The delegation explored the collaboration model between academia, industry, and government in promoting the development of semiconductor technology.

Following this, the delegation visited the Nano Research Center, known as the "cradle" of semiconductor talent development in Taiwan. At the center, the delegation toured and learned about Nano development models, semiconductor technology, and human resources training for the industry. This visit opened up new cooperation opportunities, helping Long An to learn about the operation and development of the semiconductor industry. This field is becoming increasingly important in the context of globalization and digital transformation.

As part of the program, the delegation also met with the government of Hsinchu City and visited YoungTek Electronics, a company specializing in semiconductor chip packaging and testing. Through these meetings, the delegation gained insights into business support policies, innovation incentives, and human resources development—elements that Long An could apply to the province's economic development process.

Through the meetings and exchanges of experience in building development models with leading semiconductor industry entities, Long An Province reaffirmed its determination to become a pioneer in innovation and the development of the semiconductor industry, deeply integrating into the semiconductor value chain in Vietnam. With the existing infrastructure-ready industrial parks and abundant human resources, the semiconductor industry promises to be a significant step forward in local economic development and an opportunity to improve the quality of life and create more jobs for the local population amid international integration and digital transformation.
