On 17th of June, 2024, Saigontel, along with the delegation of Global Advisory, led by Mr. Harry Hughes, head of the Green Growth & Carbon Strategies Department, conducted a discussion with the Ministry of Planning and Investment special committee for Green Growth. The participants for the discussion also included representatives from the Australian Embassy in Vietnam, the Australian Chamber of Commerce and other experts on Green Growth coming from the largest Oceanian nation.
Meeting with the delegation, is Mr. Đỗ Thành Trung, Deputy Minister of Planning and Investment and also head of the Department of Science, Education, Resources and Environment and other members of the Ministry.
During the session, the Australian delegation expressed their gratitude for the such admirable reception from the Ministry of Planning and Investments, the international team gave their opinions on the Government's proposed policies and commitments on green growth and net zero, noticing the essential actions for Vietnam is to expediently develop policies and projects on green growth. The Australian counterpart is primed to participate and accompany in the process of implementing these policies at both the macro level as well as in each specific locality. The delegation hopes to participate in more exchanges to have a better understanding of in-depth information in each locality.
With prior experience deploying similar projects for the municipal and local administrative bodies in Sydney and the regional south of New South Wales, Global Advisory is confident that the collective experience and technical expertise to apply their know-how on green growth policies over the decade can be enacted for deployment in Vietnam.
On behalf of the Ministry of Planning and Investment, Deputy Minister Do Thanh Trung acknowledged the professional experience of the Australian and Global Advisory on structuring regulatory framework and deployment of green growth projects. The representatives from MoIT also share their inputs on Vietnamese administrative policies, procedural pipelines to conduct ODA projects in Vietnam and their cooperative measures when working with localities for deployment of policies and projects, in order to reach the committed objectives of reaching Net Zero by 2050 that the State government has laid out.

On behalf of Saigontel, Mr. Nguyễn Huy Đức has given his share of insights through the seminar on the closed loop industrial manufacturing supply chain in Vietnam, a topic that has recently gathered significant attention from Lào Cai’s People’s Committee, as well as international partners.
The participants of the conference have additional time to discuss and exchange more on the topics covered during the live conference that morning. On 24th, May, 2024, the Taiwan Electrical and Electronic Manufacturers' Association (TEEMA), the Business Association of Overseas Vietnamese and more than 50 private entities in Taiwan's high tech manufacturing sector had a visit and hold discussions with the city of Đà Nẵng. In accordance, Saigontel, the Đà Nẵng High Tech Park Board of Managements and Đà Nẵng’s Investment Promotion Agency, together had held an investment promotion conference for Taiwanese company seeking future investment into Đà Nẵng.
TEEMA represents enterprises that are engaged in the production & manufacturing of electrical and electronic components in Taiwan, with more than 75 years of establishment and over 3000 member companies. The diversity of products from members of the Association ranging over 16 sectors of high tech manufacturing which includes: computers, peripheral devices, communications, semiconductor components, optoelectronics, energy, illumination equipment, testing and measurement devices, electric cables, electric equipment, electronic components, battery, automotive electronics..etc. This time, the delegation is lead by Mr. Chen Hung Chin – Chief executive officer of the Wieson Technologies Group, cum President of the association, and Mr. Tsai Sung Hui, Vice President of TEEMA; Along with 50 companies such as Taiwan Secom, Taiwan Fanruan, Fullconn Industry; Chta Hueng Industry, Taitien Electronics, Shinfox Energy; ….
During the meeting with potential investors, the People’s Committee of Đà Nẵng, Đà Nẵng’s Investment Promotion Agency, Đà Nẵng High Tech Park’s board of management, together with Saigontel, organized an investment promotion conference, aiming to attract Taiwanese investments into Đà Nẵng'' to promote the investment opportunities and showcase the policy frameworks to support these high tech sector enterprises. On that day, the delegations also came and examined Saigontel’s ready-built facilities within the premise of Đà Nẵng’s High Tech Park. At the meeting, Saigontel delivered a general introduction of the Project, on behalf of the ĐHTP board of management.
On behalf of the TEEMA delegation, Mr. Chen Hung Chin, head of the delegation expressed his gratitude and avid interest of the Organizer for coordinating and sharing with the delegations on the opportunities of investment. The insights given by Foxlinks at the Conference has imbued great trust on the willingness of the city’s leadership to support the Taiwanese investors. TEEMA member companies shall continue their efforts to research, cultivate feasible plans and solution for investment into Đà Nẵng City. In the meantime, the delegation expressed their profound interest in the Ready-built-factory complexes, as it will help accelerate the process of deployment for Taiwanese enterprises production and manufacturing in Vietnam. At least 10 companies will be projected to enter production through their Vietnamese investment in 2024.
As of now, Taiwan ranked 4th over 145 countries/territories with the most amount of investment into Vietnam, totaling more than 3,200 projects with the total registered capital of over 39.5 billion USD. Taiwan has become Việt Nam 5th largest trading partner, with bilateral trade turnover of 25 billion USD. This conference has shown the profound interests and growth of investment flowing from Taiwan into Đà Nẵng during the upcoming period. In which, Saigontel’s Ready-built-factories located within the premise of ĐHTP is the most viable option that Taiwanese corporations put into consideration, which the investors instill high hopes for Saigontel to support on the matter of investment procedures for Taiwanese businesses locally.

As part of the 2024 investment promotion program, Saigontel collaborated with the Vietnamese Embassy in South Korea and organizations like ECV, ZUP, and KIGAM to co-organize a seminar on "New Value Supply Chain " in Seoul, Korea.
On April 26th, the Vietnamese Embassy in Korea, together with Saigontel and businesses from the United States and South Korea such as ECV, ZUP, and KIGAM, jointly organized the seminar on "NewValue Supply Chain". The seminar attracted nearly 30 leaders representing major Korean corporations such as Samsung, Hyundai Materials, Daewoo E&C, and KOMIR.
Opening the program, Mr. Pham Khac Tuyen, Commercial Counselor of the Socialist Republic of Vietnam in Republic of Korea, delivered welcoming remarks and shared insights into Vietnam's development potential in the mining industry, highlighting opportunities for Korean businesses to participate in the supply chain.
Following the program, a representative from Saigontel, Mr. Nguyen Huy Duc, delivered a speech sharing the model of an integrated industrial product supply chain in Vietnam. This model includes supply chains from mining operations in Vietnam, refining and processing in specialized industrial parks, and assembly in Saigontel's green industrial parks to meet green export standards. This model aims to reduce supply chain risks, ensure sustainability throughout the process, minimize logistics costs, leverage Vietnam's abundant mineral resources, and attract direct investment from foreign sources.
Also at this event, ECV (USA) presented a paper on the contributions of the United States to the value chain. Currently, the United States is offering many incentives for critical minerals, and US partners propose a model that combines Vietnam, Korea, and the United States to optimize processes and value chains in mineral production and processing.
With the open sharing of experiences and opportunities from leading corporations in Korea, the United States, and the development potential of partners from Vietnam, the seminar marks an important step in cooperation among the parties in the time ahead.

To promote the image of the local area and introduce projects, investment attraction policies, and highlight the geographical advantages and human resources of Dong Nai and Long An provinces, the People's Committees of Dong Nai and Long An, with the support of the Vietnamese Embassy in Korea, collaborated with Saigontel and various Vietnamese and Korean organizations and businesses such as SBS Biz, KIND, IDV, and ZUP to organize an investment promotion conference in Seoul, South Korea, with the theme "Potential and Development Opportunities for Infrastructure in Dong Nai and Long An provinces".
On April 26th, the Secretary of the Provincial Party Committee of Dong Nai, Comrade Nguyen Hong Linh, and the Chairman of the People's Committee of Long An province, Comrade Nguyen Van Ut, led an inter-provincial delegation and a delegation of Vietnamese enterprises to Korea to organize the investment promotion conference "Potential and Development Opportunities for Infrastructure in Dong Nai and Long An provinces". With the full support from Ambassador Vu Ho, the Vietnamese Ambassador to South Korea, the program attracted nearly 100 large Korean enterprises and investors to attend, share, and connect for investment opportunities.
At the beginning of the program, representatives from the People's Committees of Dong Nai province and Long An province introduced the potential investment environment in both provinces, located in the key economic region in southern Vietnam, with developed infrastructure and being one of the most dynamic economic regions in Vietnam. They also presented the economic and social development planning and directions of the provinces, as well as investment attraction sectors such as infrastructure, energy, environment, and industrial parks to Korean investors.
At the conference, a representative from Saigontel shared about the green industrial park model in Dong Nai and Long An provinces. According to Saigontel, the green industrial park is implemented in three phases, including the Eco-Industrial Park, the Low Carbon Industrial Park, and the Net-Zero Carbon Emission Industrial Park. Saigontel's goal is to create a carbon-neutral industrial park - NetZero by 2050 and to at least achieve international standards for low-carbon industrial parks by 2030. The industrial park is expected to attract domestic and foreign investors in the green industry sector, creating a safe and friendly working and living environment for laborers, while also contributing to environmental protection and minimizing the negative impacts of industrial activities.
Under the witness of the Vietnamese Embassy in Korea and the leadership of the two provinces, the participating enterprises at the Conference signed and exchanged investment cooperation agreements. Notable among them are the letters of intent for cooperation between the consortium of investors JDC-Saigontel-Zenith in Long An for the development of a high-tech industrial park and in Dong Nai for the research and development of a high-tech science and technology park and tax-free business at Long Thanh Airport, Dong Nai province; Memorandum of Understanding between Saigontel and Samsung E&A Company regarding the intention to invest in environmental projects in Dong Nai and Long An provinces and the Nam Tan Tap green industrial park. Memorandum of Understanding between Saigontel and the consortium of companies BHI and Orbis on investing in environmental remediation facilities in Long An; Memorandum of Understanding between Saigontel and Zenith Group on investing in the development of a Vietnam - Korea small industrial park in the Tan Tap - Nam Tan Tap industrial park.
In his closing remarks, Ambassador Vu Ho, on behalf of the Vietnamese Embassy in Korea, expressed confidence that with the joint organization of the People's Committees of Dong Nai and Long An provinces, Saigontel, and accompanying units such as KIND, KFINCO, and ZUP, they would effectively explore and connect opportunities. The Vietnamese Embassy in South Korea commits to always accompanying the business communities of both countries, assisting in resolving difficulties, and promoting comprehensive strategic cooperation between Vietnam and Korea.
This investment promotion conference has opened up a trend for Korean businesses to invest in sectors with high potential such as high technology, energy, semiconductors, and the environment in areas with advantages and ready infrastructure readiness like Dong Nai and Long An.

On April 25th, Comrade Nguyen Hong Linh, Member of the Central Party Committee, Secretary of the Provincial Party Committee of Dong Nai province, chaired the seminar "Korean Enterprises and Dong Nai Province Together Building Green Growth Projects" in Seoul, Korea. In his opening remarks, Ambassador Vu Ho shared that today's seminar is one of the practical actions demonstrating Vietnam's commitment, not only at the national level but also extending to each locality. Dong Nai province is at the forefront of Vietnam's economic development and is also one of the leading provinces in the green growth program, with the issuance of various projects, action plans, and numerous related seminars and conferences.
Following the Ambassador's speech, Comrade Nguyen Hong Linh, Secretary of the Provincial Party Committee, emphasized that the seminar is an important opportunity for Dong Nai province to introduce its local image, development planning, and vision for the province until 2030 and beyond to 2050. It aims to showcase investment projects that the province hopes to introduce to Korean investors for consideration. Additionally, through this seminar, the province seeks to listen to and share insights from experts, international organizations, researchers, and businesses regarding goals, solutions, and international experiences in sustainable economic development, green growth, and carbon emission reduction.
The highlight of the seminar was the keynote speech by Mr. David Lewis, President and CEO of ECV (USA), representing the Green Alliance, discussing green growth solutions in Dong Nai province. He exchanged international experiences on green growth and shared insights on energy, clean fuel, and central logistics projects implemented in Dong Nai. Additionally, Korean businesses and investors present at the program also participated in speeches and contributed presentations to enhance mutual understanding between all parties regarding future directions, goals, and pathways.
Green growth is a global trend and an essential development path for the world. With the orientation and perspectives that Dong Nai province has been implementing, along with the firsthand information shared by the province's senior leaders, Korean conglomerates have committed and expect that the initial connections made today will soon turn into specific projects and cooperation opportunities in the future. This will contribute to Vietnam's commitment to achieving NET ZERO emissions by 2050.
