This conference was organized by the People's Committee of Thai Nguyen Province in collaboration with Saigon Telecommunication and Technology Corporation (Saigontel).

In the speech at the Conference of Mr. Dang Xuan Truong, the Permanent Vice Chairman of the Provincial People's Committee that expressed the province's desire for Thai Nguyen to continue being an attractive destination for both domestic and international investors in the coming time. Mr. Nguyen Anh Tu – Deputy General Director of Saigon Telecommunication and Technology Corporation (Saigontel) had a speech at the conference.

Saigontel's representative, Mr. Nguyen Anh Tu - Deputy General Director of the company shared insights at the workshop on the direction of transforming traditional industrial parks into smart and green industrial parks. The object is on attracting investment in high-tech industries, environmentally friendly supporting industries, and creating high added value. For new investment industrial parkss, Saigontel will build a Net-zero carbon industrial park model with the goal of achieving net-zero emissions, certified globally by reputable organizations such as Envision and Bureau Veritas. Recently, from September 25 to September 27, a Taiwanese delegation of businesses — the world's second-largest in semiconductor industry development—visited and worked with various departments in Hanoi. During the meeting, both sides discussed the investment potential in Vietnam. Mr. Châu Phú Thuyên, the Chairman of Ennoconn Group, also shared the achievements and experiences of the group in the healthcare sector. He expressed the desire to collaborate with technology companies like Saigontel to share and provide intelligent solutions for hospital systems and invest in the production of state-of-the-art medical equipment to enhance the quality and modernization of Vietnam's healthcare industry.

Following that, in a working session with representatives from the Ministry of Construction, Taiwanese businesses shared their experiences in the construction sector, smart city solutions, smart buildings, and energy management used for schools, banks, public buildings, and smart industrial zones that Saigontel is researching and deploying. The delegation also expressed the desire to cooperate with the Ministry of Construction and explore opportunities to support the government and relevant agencies in the digital transformation process.

Vietnam - Taiwan semiconductor industry ecosystem seminar in Hanoi.

On the following working day, at the headquarters of the Ministry of Science and Technology, the Department of Science and Technology for Economic Technical Branches - Vietnam Ministry of Science and Technology, in collaboration with the Southeast Asia Influential Alliance (SIA), organized a seminar on "Vietnam - Taiwan Semiconductor Industry Ecosystem." In the New York, USA, on the afternoon of September 21, 2023, as part of the official visit to the United States by the Vietnamese delegation, Prime Minister Phạm Minh Chính witnessed the ceremony for the exchange of cooperation documents between the Hai Phong People's Committee of Hai Phong2 City and businesses from both Vietnam and the United States regarding the research and development of the South Do Son Integrated Port project.

In line with the declaration of General Secretary Nguyễn Phú Trọng and President Joe Biden to elevate the bilateral relationship between the two countries to the highest level of comprehensive strategic partnership, with the key being economic cooperation, as part of the bilateral activities during the visit to the United States, Prime Minister Phạm Minh Chính witnessed the exchange of cooperation documents between the People's Committee of Hải Phòng City and Saigon Telecommunication & Technologies Corporation (Saigontel), along with Kinh Bac City Development Holding Corporation (KBC) and Energy Capital Vietnam (ECV), in collaboration with the Port of Los Angeles, USA (POLA). In fact that Vietnam has over 3,000 kilometers of coastline, but there are not many suitable locations for establishing transshipment ports. Hai Phong City, as an illustrative example, holds a particularly vital position in the country, situated between two economic corridors. It boasts a pivotal seaport and offers all five modes of transportation. According to Resolution 45 of the Politburo regarding the construction and development of Hai Phong until 2030, with a vision to 2045, Hai Phong aims to become an industrial city closely linked with a modern, smart, and sustainable seaport. To further elaborate, in the city's general plan until 2040, with a vision to 2050, as approved by the Prime Minister in Decision 323/QĐ-TTg, the development direction for Hai Phong's seaport involves expanding South Do Son Port into a gateway port that combines international transshipment and serves national defense and security needs. According to the plan, the South Do Son port area will have the capacity to accommodate container ships with a capacity of up to 18,000 TEUs, general cargo ships with up to 200,000 tons, bulk/liquefied gas carriers up to 150,000 tons, and passenger ships up to 225,000 GT. Additionally, this port area will prioritize the construction of docks serving container transshipment in the region and a central gas-fired power plant port that aligns with the comprehensive energy planning and power development plan, facilitating the relocation of river ports along the Cấm River.

In the United States, the Port of Los Angeles (POLA), also known as the Los Angeles International Port, is a vast port complex covering an area of up to 7,500 hectares (3,000 hectares) along a 43-mile (69-kilometer) stretch of waterfront. The port is located in the San Pedro Bay in San Pedro, approximately 20 miles (32 kilometers) south of downtown Los Angeles. It is one of the largest seaports in the United States and plays a crucial role in facilitating international trade and commerce. The scale and infrastructure of the Port encompass approximately 7,500 acres (30 square kilometers) of land and water, featuring 27 cargo terminals, including container terminals, dry bulk terminals, liquid bulk terminals, and automotive processing facilities. Furthermore, the Port of Los Angeles is one of the leading container ports in North America, with a complex network of container terminals equipped with advanced technology and infrastructure for efficient container handling. The port comprises a total of 80 wharfs and container terminals, including the largest container wharf in the United States, APM Terminals Pier 400. POLA handles a significant volume of goods, particularly with countries in Asia. It serves as a gateway for cargo to and from Pacific Rim countries. In 2020, the port processed approximately 9.3 million twenty-foot equivalent units (TEUs) of container cargo. The Port of Los Angeles generates significant economic activity and employment opportunities for the surrounding region. Moreover, it is committed to sustainable practices and environmental stewardship. The port has implemented numerous programs and initiatives to reduce emissions, improve air quality, and promote clean technologies. These efforts include shore power for vessels, emissions-free equipment, and the Clean Truck Program to reduce emissions from trucks. Additionally, the port continually invests in infrastructure improvements and expansion projects to enhance efficiency and capacity. These projects include channel dredging to accommodate larger vessels, railroad infrastructure upgrades to improve cargo transportation, and the development of new terminals to meet future demands.

This official visit by Prime Minister Phạm Minh Chính holds a significant meaning, conveying a profound message from the Communist Party, State, and Government of Vietnam to the United States and international friends about a peaceful, cooperative, and integrated Vietnam. In particular, the Saigontel Green Infrastructure Development Alliance has signed an agreement to support the promotion of the Green Growth strategy in Vietnam. The city of Hai Phong is one of the signatories, aiming to implement the decision No. 888/QD-TTg dated July 25, 2022, by the Prime Minister, following the 26th meeting of the parties to the United Nations Framework Convention on Climate Change.

The Saigontel Green Infrastructure Development Alliance consists of companies with extensive experience in carbon reduction planning and analysis, clean energy project development, and green infrastructure. They specialize in attracting green investments from the United States and Europe.

The Alliance has previously been involved in consulting and collaborating with various localities such as Dong Nai and Long An provinces. They have assessed the current emissions status and worked towards emission reduction strategies in these regions. They have also identified key projects, proposed emission reduction plans, and assisted in policy development. Additionally, they have helped attract green finance from foreign investors and multinational corporations.

In the coming time, the Alliance will pilot several activities as part of the Project, including: (1) Calculating and refining local emission maps with the ability to track emissions by region and sector in each locality. This will also involve predicting emissions in the coming years while integrating the local development plans. (2) Utilizing AI algorithms to optimize traffic flow and the locations of stations in major cities. This includes supporting green public transportation options such as electric buses or motorcycles. Given the current e-mobility revolution, reducing travel and using green transportation methods will generate corresponding carbon credits. (3) Establishing criteria and attracting green investments into critical infrastructure projects, such as ports and logistics. (4) Building financial foundations and increasing revenue sources for high-tech, sustainable agriculture, and organic farming through green funding and carbon credit revenue will involve several steps.

During the meeting, Mr. Fook Yen Chong - Senior manager of Social Sector and leader of the ADB delegation, shared that ADB has previously collaborated with various Vietnamese government agencies in several areas, including provinces like Vĩnh Long, Soc Trang, and Bac Lieu. ADB's primary focus for Long An is in the Education and Social sector, specifically vocational education and training in local colleges, projects to enhance the capabilities of lecturers at these colleges, and short-term vocational training. The entrepreneurship projects supported by Saigontel and Natec, coupled with workforce development, will drive investment in high-tech sectors and create added value for businesses and Long An province, as well as neighboring provinces and, on a larger scale, all of Vietnam.

Furthermore, ADB and Saigontel are currently working together to establish a Southern Vietnam Innovation Center. Therefore, ADB representatives are keen to gain a deeper understanding of the support mechanisms for the project to gradually develop specific, long-term action plans. Given the increasingly harsh weather conditions, such as droughts and floods, innovation in high technology and agriculture is becoming critically important.

In addition, Director of the Saigontel Innovation Center - Mr. Lê Ngọc Tuấn shared that with the support from Natec and ADB for researching and developing a skilled workforce for Long An Province, Saigontel believes that meeting the demand for abundant and high-quality human resources for potential projects will help develop the coastal economic zone and industrial parks that focus on attracting high technology and renewable energy in the province.

Speaking at the meeting, Mr. Huỳnh Văn Sơn - Vice Chairman of Long An People Commitee expressed deep appreciation for the valuable ideas, assessments, and proposals from the partners regarding industrial issues, innovation, and education and training institutions. He expressed a desire for further, more in-depth collaboration not only in the field of social and educational development but also in broader areas such as coastal economic zone development, innovation, and agriculture.

The Asian Development Bank (ADB) is a multilateral financial development institution with 66 members, consisting of 47 countries in the region and 19 from other parts of the world. Vietnam has been a member of ADB since 1966. ADB envisions a region free from poverty and has a mission to assist its member countries in developing and improving the living standards of their people, particularly by reducing poverty. The Asian Development Bank was established with initial capital contributions from the governments of the United States, Japan, and Western European countries. ADB primarily operates through projects, particularly in areas such as infrastructure investment, agricultural development, and providing loans for basic industries in its member countries.

At the end of the meeting, the Saigontel delegation, along with Natec and ADB, visited Long An College to assess the current material facilities and educational infrastructure of the institution. Currently, Long An College is the only public vocational college in the province, offering training in 17 different vocational fields across 5 key areas: Industrial Electricity, Mechanical Equipment Installation, Electromechanics, Welding, and Air Conditioning and Refrigeration Engineering.

As part of the Investment Promotion in Japan in September 2023, Saigontel keep a role as the investment promotion agency of Long An province; with the connection, Saigontel successfully organized a meeting between Mr. Keiichiro Asao - Member of the Japanese Lower House and the delegation from Long An province.

On the Long An province side, the delegation was led by Mr. Nguyễn Văn Út - Chairman of Long An People Committe, along with leaders of various local departments and agencies. Accompanying the delegation was Ms. Nguyen Cam Phuong - General manager of Saigon Telecommunication & Technologies Corporation (SAIGONTEL). All meetings within the framework of the program were held at the Japanese Lower House; It is an office under National Diet Building which is a high-level government office that is not easily accessible to both Japanese citizens and Japanese businesses.

At the meeting, both parties shared information about the current economic, educational, and infrastructure situations in their respective regions. During the ceremony, representatives of Saigontel and Dong Nai Province signed a memorandum of understanding on green growth cooperation in the province. In his speech at the signing ceremony, Mr. Nguyễn Hồng Lĩnh - Provincial Party Secretary - expressed his support for the determination of Saigontel and its partners in the Green Infrastructure Development Alliance. He mentioned that Dong Nai is a province located in the Southeast region with a large economic scale. The province covers an area of approximately 6,000 square kilometers and has a population of 3.5 million people. There are nearly 20,000 businesses operating within the province. Dong Nai is also one of the top five provinces contributing significantly to the national budget and is committed to sustainable development and the green growth goals set by the government at COP26. The province of Dong Nai fully supports the United Nations' sustainable development goals and international organizations' efforts towards green development. Additionally, the province is determined to work closely with its partners in the program to implement the COP26 commitments and hopes to achieve positive results in the near future.

During the ceremony, Mr. David Lewis, Chairman and CEO of ECV, shared the development projects to Net Zero standards that align with Dong Nai province's green growth strategy. With leading companies in carbon reduction planning, clean energy development, and green infrastructure in the United States and Europe, the Green Infrastructure Development Alliance will identify key projects, create plans for net emissions reduction, and introduce major global partners to implement the green growth initiative.

Mr. Stefan Rohmer - CEO of MAIUS expressed his honor to be present at this working session. MAIUS stated that most green credit funds and financial funds from Luxembourg, Germany, and Switzerland in the field of infrastructure and logistics are eager to participate in the implementation of specific industries and projects. Additionally, the governments of these countries expressed their support for the green growth strategy and hoped to meet with provincial leaders in the near future. To attract global green investment funds, all parties need to establish a legal framework and commitments to monitor common goals.

In addition, representatives of Allotrope Partners shared that they are currently supporting World Bank and several other organizations in implementing carbon credit projects. For Dong Nai province, Allotrope Partners will collaborate in three steps to reduce carbon emissions and achieve the set goals: (1) conduct an assessment of the current carbon emissions in Dong Nai province, (2) develop a plan and solutions to minimize emissions along with an implementation plan, and (3) execute the solutions, assess progress, and monitor results.
