Within the framework of the seminar, during the discussion session, Mr. Ho Anh Tung - Representative of the Green Infrastructure Development Alliance Saigontel, shared more details about the mission and goals of the Alliance in developing green industrial parkss according to the global Net-Zero standards. This means industrial parks with the ability to self-supply energy from renewable sources, emit no carbon, and efficiently use high resources. This is an important and necessary goal in the context of climate change and Vietnam's sustainable development needs. Saigontel Alliance aims to contribute to the implementation of Vietnam's commitments at COP26, namely reducing greenhouse gas emissions by 9% compared to the reference scenario by 2030 and possibly reducing an additional 27% with international community support.

Additionally, regarding the roadmap and efficiency of green shifting for existing industrial parks, Saigontel Green Alliance will apply a three-stage approach: Stage 1, assess the current situation and determine carbon emission reduction targets for each industrial park. Use analysis and measurement tools to estimate the current carbon emissions of industrial parks based on parameters such as area, number of businesses, operational industries, types and quantities of energy usage, types and quantities of generated waste. Then, define emission reduction targets for each stage, complying with international standards such as the Science Based Targets initiative or the Carbon Disclosure Project. Stage 2, select and implement green transformation solutions for each industrial park, providing energy technology solutions and green technical infrastructure. Stage 3, mobilize green funding sources and monitor implementation results. Investment efficiency will be calculated based on criteria such as capital costs, operating costs, energy savings, risk reduction, and enhanced credibility.

Speaking at the working session, Mr. Nguyen Van Duoc emphasized that Long An's development is entering a new turning point, thanks to the investment attraction activities in the province and Vietnam at this time. A clear evidence is the implementation of the Green Growth Cooperation Agreement signed at the Long An Provincial Planning Announcement Conference on July 25, 2023, between the Provincial People's Committee and Saigon Telecommunication and Technology Corporation (SAIGONTEL) and its partners in SAIGONTEL's Green Infrastructure Development Alliance, including Energy Capital Vietnam (ECV), Allotrope Partners (AP), Chart Industries (CI), Babcock & Wilcox (B&W), among others, in the field of clean energy and the environment. In fact that Vietnam has over 3,000 kilometers of coastline, but there are not many suitable locations for establishing transshipment ports. Hai Phong City, as an illustrative example, holds a particularly vital position in the country, situated between two economic corridors. It boasts a pivotal seaport and offers all five modes of transportation. According to Resolution 45 of the Politburo regarding the construction and development of Hai Phong until 2030, with a vision to 2045, Hai Phong aims to become an industrial city closely linked with a modern, smart, and sustainable seaport. To further elaborate, in the city's general plan until 2040, with a vision to 2050, as approved by the Prime Minister in Decision 323/QĐ-TTg, the development direction for Hai Phong's seaport involves expanding South Do Son Port into a gateway port that combines international transshipment and serves national defense and security needs. According to the plan, the South Do Son port area will have the capacity to accommodate container ships with a capacity of up to 18,000 TEUs, general cargo ships with up to 200,000 tons, bulk/liquefied gas carriers up to 150,000 tons, and passenger ships up to 225,000 GT. Additionally, this port area will prioritize the construction of docks serving container transshipment in the region and a central gas-fired power plant port that aligns with the comprehensive energy planning and power development plan, facilitating the relocation of river ports along the Cấm River.

In the United States, the Port of Los Angeles (POLA), also known as the Los Angeles International Port, is a vast port complex covering an area of up to 7,500 hectares (3,000 hectares) along a 43-mile (69-kilometer) stretch of waterfront. The port is located in the San Pedro Bay in San Pedro, approximately 20 miles (32 kilometers) south of downtown Los Angeles. It is one of the largest seaports in the United States and plays a crucial role in facilitating international trade and commerce. Moreover, it is committed to sustainable practices and environmental stewardship. The port has implemented numerous programs and initiatives to reduce emissions, improve air quality, and promote clean technologies. These efforts include shore power for vessels, emissions-free equipment, and the Clean Truck Program to reduce emissions from trucks. Additionally, the port continually invests in infrastructure improvements and expansion projects to enhance efficiency and capacity. These projects include channel dredging to accommodate larger vessels, railroad infrastructure upgrades to improve cargo transportation, and the development of new terminals to meet future demands.

Prime Minister Pham Minh Chinh met with Mr. Nick Ammann, Vice President in charge of Global Government Affairs at Apple Inc

At the meeting, Prime Minister Pham Minh Chinh warmly welcomed and highly appreciated the positive contributions of U.S. Corporations to Vietnam's socio-economic development. He also acknowledged their commitment to cooperation and creating favorable conditions for Vietnamese enterprises to participate in regional and global value chains and supply chains.

Prime Minister Pham Minh Chinh stated that Vietnam is implementing its Economic-Social Development Strategy for the 2021-2030 period with a vision towards 2045, aiming to become a developed country with high income based on science and technology, green growth, innovation, and a focus on sustainable economic development. To achieve this goal, Vietnam prioritizes selective and strategic foreign investments, giving preference to projects in science and technology, innovation, green economy, digital economy, and circular economy, among others. Additionally, the Vietnamese government is committed to working alongside and creating favorable conditions for U.S. corporations to invest effectively in Vietnam, thereby opening up numerous opportunities for investment and trade cooperation between the business communities of both countries.

Prime Minister Pham Minh Chinh witnessed the exchange of cooperative documents between Vietnamese agencies, localities, and businesses with their counterparts in the United States.

In addition, to realize the statement of General Secretary Nguyen Phu Trong and President Biden on elevating bilateral relations to the highest level of a comprehensive strategic partnership with economic development as the nucleus, during his attendance at the UN General Assembly, Prime Minister Pham Minh Chinh witnessed the signing of 5 agreements on investment cooperation between Vietnamese agencies, localities, and businesses and their counterparts in the United States.

In particular, the Saigontel Green Infrastructure Development Alliance has signed an agreement to support the promotion of the Green Growth strategy in Vietnam. The city of Hai Phong is one of the signatories, aiming to implement the decision No. 888/QD-TTg dated July 25, 2022, by the Prime Minister, following the 26th meeting of the parties to the United Nations Framework Convention on Climate Change.

The Saigontel Green Infrastructure Development Alliance consists of companies with extensive experience in carbon reduction planning and analysis, clean energy project development, and green infrastructure. They specialize in attracting green investments from the United States and Europe.

The Alliance has previously been involved in consulting and collaborating with various localities such as Dong Nai and Long An provinces. They have assessed the current emissions status and worked towards emission reduction strategies in these regions. They have also identified key projects, proposed emission reduction plans, and assisted in policy development. Additionally, they have helped attract green finance from foreign investors and multinational corporations.

In the coming time, the Alliance will pilot several activities as part of the Project, including: (1) Calculating and refining local emission maps with the ability to track emissions by region and sector in each locality. This will also involve predicting emissions in the coming years while integrating the local development plans. (2) Utilizing AI algorithms to optimize traffic flow and the locations of stations in major cities. This includes supporting green public transportation options such as electric buses or motorcycles. Given the current e-mobility revolution, reducing travel and using green transportation methods will generate corresponding carbon credits. (3) Establishing criteria and attracting green investments into critical infrastructure projects, such as ports and logistics. (4) Building financial foundations and increasing revenue sources for high-tech, sustainable agriculture, and organic farming through green funding and carbon credit revenue will involve several steps.

In order to develop the model of innovation and creativity within the province of Long An, on September 16th, Saigon Telecommunication & Technologies Corporation (Saigontel) with the leaders National Agency for Technology Entrepreneurship and Commercialization Development (Natec) and experts from the Asian Development Bank (ADB) in a working session with Long An province.

Attending the working session, on the side of Long An province, there was Mr. Huỳnh Văn Sơn - Vice Chairman of Long An People Commitee, along with the local department and agency leaders. Representing the National Agency for Technology Entrepreneurship and Commercialization Development, there was Mr. Phạm Hồng Quất - Director General. Alongside, there were the participation of managers from Saigon Telecommunication & Technologies Corporation and experts from the Asian Development Bank.

According to the meeting content, both sides exchanged insights and explored the current status and direction of the province regarding the development of high-quality human resources. In addition, they put forth proposals aligned with enhancing education and training, fostering high-tech and agricultural innovation to boost the local socio-economic development.

During the meeting, Mr. Fook Yen Chong - Senior manager of Social Sector and leader of the ADB delegation, shared that ADB has previously collaborated with various Vietnamese government agencies in several areas, including provinces like Vĩnh Long, Soc Trang, and Bac Lieu. ADB's primary focus for Long An is in the Education and Social sector, specifically vocational education and training in local colleges, projects to enhance the capabilities of lecturers at these colleges, and short-term vocational training. The entrepreneurship projects supported by Saigontel and Natec, coupled with workforce development, will drive investment in high-tech sectors and create added value for businesses and Long An province, as well as neighboring provinces and, on a larger scale, all of Vietnam.

Furthermore, ADB and Saigontel are currently working together to establish a Southern Vietnam Innovation Center. Therefore, ADB representatives are keen to gain a deeper understanding of the support mechanisms for the project to gradually develop specific, long-term action plans. Given the increasingly harsh weather conditions, such as droughts and floods, innovation in high technology and agriculture is becoming critically important.

In addition, Director of the Saigontel Innovation Center - Mr. Lê Ngọc Tuấn shared that with the support from Natec and ADB for researching and developing a skilled workforce for Long An Province, Saigontel believes that meeting the demand for abundant and high-quality human resources for potential projects will help develop the coastal economic zone and industrial parks that focus on attracting high technology and renewable energy in the province.

Speaking at the meeting, Mr. Huỳnh Văn Sơn - Vice Chairman of Long An People Commitee expressed deep appreciation for the valuable ideas, assessments, and proposals from the partners regarding industrial issues, innovation, and education and training institutions. He expressed a desire for further, more in-depth collaboration not only in the field of social and educational development but also in broader areas such as coastal economic zone development, innovation, and agriculture.

The Asian Development Bank (ADB) is a multilateral financial development institution with 66 members, consisting of 47 countries in the region and 19 from other parts of the world. Vietnam has been a member of ADB since 1966. ADB envisions a region free from poverty and has a mission to assist its member countries in developing and improving the living standards of their people, particularly by reducing poverty. The Asian Development Bank was established with initial capital contributions from the governments of the United States, Japan, and Western European countries. ADB primarily operates through projects, particularly in areas such as infrastructure investment, agricultural development, and providing loans for basic industries in its member countries.

At the end of the meeting, the Saigontel delegation, along with Natec and ADB, visited Long An College to assess the current material facilities and educational infrastructure of the institution. Currently, Long An College is the only public vocational college in the province, offering training in 17 different vocational fields across 5 key areas: Industrial Electricity, Mechanical Equipment Installation, Electromechanics, Welding, and Air Conditioning and Refrigeration Engineering.
